Documents those are not available in English have to be accompanied by a faithful translation. This is mandatory requirement for Europe Aid tenders.

| 2.4 Required outputs
The outputs of the consultancy mission will be the following:
- Inception report (max. 5 pages); - 3 option papers on programmatic Actions for a climate change program (one to be selected) - Mission report including the justifications of the selected sectors and methods of implementation (max. 30 pages, excluding the annexes and the executive summary); -A final Initial Action Document (IAD) with all relevant annexes (among which Environmental and Gender equality screening check lists are compulsory).
All the above documents will be presented according to the existing EU templates and formats, where relevant. For both briefing and/or debriefing, the presence of the Management team member is not required.
PHASE 1: Selection of the programmatic options The consultant is expected to commence his assignment on Monday 20 June 2016 for a number of man days totalling 11 man/days. Before his arrival to Accra, the consultant will familiarise himself with relevant project literature mainly the EC's strategic reports and other relevant literature (3 days). Upon his arrival in Accra, the consultant will meet the EU Delegation, NAO and EU member states at the same time. The consultancy team will submit a proposed revised agenda for the current phase; therefore, the consultant will visit some selected project stakeholders and partner organisations (4 days). On completion of these visits, the consultant will conduct a discussion of preliminary findings with the key resource-persons from EU and NAO and other selected stakeholders. Then, the consultant will prepare three programmatic options that will be reviewed and discussed during a half day meeting at the Delegation; all the above activities will have been carried out in 4 days. It is expected that the Delegation will instruct the consultant on the preferred programmatic option.
PHASE 2: Edition of the IAD The consultant will develop a methodology to design an Action based on the preferred programmatic option selected by the EU Delegation. A field mission in Ghana can be scheduled for better consideration the local conditions influencing the design of the proposed Action (10 days). Then, a provisional version of the IAD will be edited (4 days). The proposed documents will be thoroughly discussed during a meeting attended by project stakeholders and partners (1 day). Thereafter, the consultant will benefit for 5 additional days after the completion of the mission in Ghana, for taking into consideration the various comments expressed by partners and stakeholders for the final edition of the IAD. The duration of the second phase is estimated to 20 working days:

Requirements Expert I (Lot 6 – Ghana)
The Expert should be graduated as Economist, Environment, social studies, agro/socio-economy or engineering studies or related fields with at least a Master Degree. Alternatively, he/she may have an equivalent professional experience of at least 5 years on top of the general required experience.
General experience: The expert must have at least 12 years of experience of development programmes aiming at implementing actions (including formulation, management or evaluation of programmes) in the developing countries. The expert must demonstrate its ability in delivering high quality deliverables over the last three years.
Specific required experience: Familiar with and in-depth knowledge in climate adaptation and mitigation projects /programs in the sub-saharan African terrain for more than 2 years.
Proven experience in the design of programmes (reasoning and ability to strategize ideas for project formulation) whereby solid knowledge could be demonstrated by having successfully undertaken at least 3 assignments in the above mentioned areas over the last 4 years ;
Knowledge and proven familiarity in using EU's procedures (mostly those related to the European Development Fund) for identification or implementation of programmes under the EU's project cycle management will be an advantage.
Administrative tasks: As set forth in the Global Terms of Reference for Framework Contract Beneficiary 2013 (paragraph 6.3, page 8), all the ancillary tasks needed for the smooth organization and implementation of the mission (e.g. typing reports, summarizing documents, classifying reports, drawing up working plans, scheduling interviews, etc.) fall under the secretarial costs and costs of similar nature. These must be included in the experts' fee rates.

EC rules applicable to any EC assignment • Working days are from Monday to Friday, if not indicated otherwise in the ToR • Per diem covers all expenses of the expert (local transport, hotel, meals, telecom, etc.) and it is only paid if the expert stay overnight. • International travel: the EC only reimburse economy class flight tickets
