Profile: Team Leader/ Assessment Expert Category of expert I Duration 125.00 working days Requirements Team Leader/ Assessment Expert In addition to the professional experience related to Lot 9, the minimum required skills for the experts mobilised under this contract are: Excellent analytical skills; Proﬁciency in report drafting in English; Excellent communication skills. Qualiﬁcations and skills Master's degree or a bachelor's degree (where a university degree has been awarded on completion of three years study in a university or equivalent institution) in the field of education or minimum of 10 years of professional experience in education area. At least 3 years professional experience at management level General professional experience At least 12 years of relevant experience in the sectors related to Lot 9 Specific professional experience At least 3 years of cumulative experience in review, assessment, monitoring or evaluation; At least 7 years of cumulative experience in education sector; Working experience in at least one review mission and/or implementation of EU Budget Support programme, preferably in education sector in post-soviet countries; Experience in EU programming exercise and drafting of recommendations will be a strong asset; Experience in EU Budget support programmes in Kyrgyzstan will be a strong asset Language skills Fluency in English; Good knowledge of Russian Profile: Expert II - Education Assessment Expert Category of expert II Duration 150.00 working days Requirements Expert II - Education Assessment Expert In addition to the professional experience related to Lot 9, the minimum required skills for the experts mobilised under this contract are: Excellent analytical skills; Proﬁciency in report drafting in English; Excellent communication skills. Qualiﬁcations and skills Master's degree or a bachelor's degree: (where a university degree has been awarded on completion of three years study in a university or equivalent institution) in the ﬁeld of education or minimum of 6 years of professional experience in education area General professional experience At least 6 years experience in the sectors related to Lot 9 Specific professional experience At least 4 years of working experience in Professional Education, preferably in Higher and/or Vocational Education At least 2 years of working experience in preparation of the Education policy/strategy, preferably in Kyrgyzstan Working experience in EU Education Budget support programmes will be a strong asset Good knowledge of local structure and networking Language skills Fluent in Russian; Working level of English. Working level of Kyrgyz language EC rules applicable to any EC assignment • Working days are from Monday to Friday, if not indicated otherwise in the ToR • Per diem covers all expenses of the expert (local transport, hotel, meals, telecom, etc) and it is only paid if the expert stay overnight. • International travel: the EC only reimburse economy class flight tickets
