DESCRIPTION
Project Description: The overall objective of this action, which is part of wider EU public diplomacy and outreach activity towards audiences in Russia, is to bring up a new generation of Russians who are better aware of the EU, EU policies and EU relations with Russia and can play a key role in facilitating the EU-Russia strategic partnership and dialogue in the future. The expected results of this contract are as follows: The project will consist of the following components: Component 1: Organisation of debates Component 2: Provision of EU speakers to public events in Russia Component 3: Visiting Russian professionals to the EU Component 4: Horizontal component: Publication of audio-visual materials/webstreaming Job Description: The Team Leader will be the key driving force of this action. S/he shall be the key representative of the action towards external audiences, implementing partners/stakeholders and the EU Delegation to Russia. S/he will maintain an overview of the implementation of all the activities under this project and shall ensure the quality of deliverables and reporting throughout the duration of the contract. The Team Leader shall be assisted by a team of non-key experts (see section 6.1.2 below), who will provide thematic expertise and practical support, and will all report to the Team Leader. The Team Leader is expected to be based in Russia [estimated 90% of working days]. The Team Leader shall be a Senior expert with strong interpersonal and communication skills. S/he shall have sufficient political sensitivity to cater for EU public diplomacy interests, as well as for Russian positions, in order to manage this assignment in a successful manner. Qualifications: Qualifications and skills Advanced university degree (Master degree) or equivalent professional experience in a directly related discipline such as public diplomacy, public relations, political science, social science, journalism, public administration. Excellent written and oral communication skills in English Knowledge of Russian (written and oral) would be highly desirable. General professional experience Minimum 10 years of post-graduate professional experience in fields directly related to this assignment such as public diplomacy, public relations, political science, social science, journalism, public administration. Minimum 3 years of the post-graduate professional experience must relate to the management of international teams of experts (as a Team Leader of an action). Participation in at least one project implying knowledge and understanding of Project Cycle Management and Logical Framework approach; Specific professional experience A minimum of 3 years of the post-graduate professional experience must relate to cooperation with countries of the former Soviet Union. Professional experience of working with interlocutors in the Russian Federation would be considered an advantage. Professional experience in implementing public diplomacy activities of the EU and/or EU member states would be considered an advantage. Professional experience in working with think-tanks, academia, research institutes as well as journalists and media, would be considered an advantage.
