DESCRIPTION

 

 

Scope of the Consultancy Services

The ESIA Consultant shall conduct a full Environmental and Social Impact Assessment (ESIA) including an Environmental and Social Management Plan (ESMP) for Lot 1 and 2.

 

The following description of the Consultancy services are based on a category C project as described in the Environmental and Social Handbook of the EIB (version 9.0 of 02/12/2013)  and on a full EIA as described in the Palestine Environmental Assessment Policy (April, 2000) .

 

This preliminary categorization has been made in the screening phase, based on the presently available information and due to the size of the project and the expected impacts. However in the scoping phase the ESIA Consultant has to formally categorize the project according to EIB standards and Palestine regulations.

 

The ESIA shall comprise all the tasks that are required for a full environmental assessment as described hereafter. The Consultant shall be responsible for gathering, reviewing and analysing all necessary data and information. Data concerning the precise project location (border lines of the project site) as well as technical details (layout maps, technical description of the project infrastructure, description of the construction and operation activities, volumes and flow of materials) will be provided after the contract signature .

 

The investigation area for the project is not limited to the physical impact areas (construction sites, access roads, intake and outfall pipelines, etc.) but also includes the project areas of influence, where significant effects (emissions of noise and air pollutants, waste water dispersions, etc.) are expected.

 

The Consultant is expected to undertake investigations on social aspects, economic activities, and conservation of natural resources, historical and cultural heritage.

 

The Consultant shall characterize the extent and quality of the available data and describe eventual key data gaps. Where the data are insufficient, the Consultant shall make all practical efforts to produce the missing information/data including professional estimates and predictions based on the most likely conditions at the project area, reliable information and data from similar projects, situations and conditions. The filling of eventual data gaps could also include the gathering of additional field data. The methods of accommodating these gaps and uncertainties in the ESIA shall be well stated and presented by the Consultant. When estimated values are used in place of data, the Consultant is required to provide the uncertainty limits associated with these values and perform an appropriate sensitivity analysis. Included in the consultancy services are two expert studies, a Noise Emission Study and an Air Dispersion Study.

 

The works shall also include thorough consultations and meetings with all parties concerned (affected population or their representatives; local, regional, and national authorities; representatives of the scientific community; NGOs; etc.).

- Category I and at least 12 years' experience

 

- Education:

Master degree in in or equivalent experience in Environment or Civil or Agricultural Engineer or equivalent experience in other environment-related field of education

 

- Specific professional experience:

Experience with environmental impact assessments of at least 2 large desalination facilities (nominal capacity > 50.000 m3/d)

At least 5 years of experience in working on environmental protection

At least 3 ESIA studies fully completed as team leader

At least 2 reference on undertaking public consultation exercise

Local or regional knowledge/expertise: experience in the Middle East is an asset.

 

- Language skills:

Language requirements: spoken and written English

 

 

Profile: Key expert VI – International E&S Trainer

Categoy of expert I

Duration 10.00 working days

 

Requirements

 

- Category I and at least 12 years' experience

 

- Education

Master degree in or equivalent experience in Administration or Business Management, or other related field of education

Master degree in or equivalent experience in Environment

 

- Specific professional experience:

At least 6 years' experience in Environmental and social performance measurement, reporting, management

At least 2 reference as trainer.

 

- Language skills

Language requirements: spoken and written English

 

 

Profile: Key expert III – Desalination Plant Engineer

Requirements

 

- Category II and at least 6 years' experience

 

- Education:

Master degree in or equivalent experience in in Environment or Civil or Agricultural Engineering or other water-related field of education

 

- Specific professional experience:

At least 4 years' experience with at least 1 project relevant to the design, organisation and operation of desalination plant

At least 1 ESIA study implemented

Local or regional knowledge/expertise: experience in the Middle East is an asset.

 

- Language skills:

Language requirements: spoken and written English/Spoken Arabic would an asset

 

 

Profile: Key expert IV – Power supply Engineer

Categoy of expert II

Duration 25.00 working days

 

Requirements

 

- Category II and at least 6 years' experience

 

- Education:

Master degree in or equivalent experience in in Electrical or Civil Engineering or other power-related field of education

 

- Specific professional experience:

At least 4 years' experience with at least 1 project relevant to the design, organisation and operation of power supply scheme

At least 2 years of experience with renewable energy

Local or regional knowledge/expertise: experience in the Middle East is an asset.

 

- Language skills:

Language requirements: spoken and written English/Spoken Arabic would an asset

 

 

Profile: Key expert V – Noise and air dispersion Expert

Categoy of expert II

Duration 25.00 working days

 

Requirements

 

- Category II and at least 6 years' experience

 

- Education:

Master degree in Acoustics and Air Pollution Control or equivalent experience or other related field of education

 

- Specific professional experience:

At least 3 years' experience in the field of Air Quality, Acoustics and Environmental Management

Local or regional knowledge/expertise: experience in the Middle East is an asset.

 

- Language skills

Language requirements: spoken and written English

 

 

Key expert II: Assistant ESIA expert

Category III and at least 3 years' experience

Duration 74.00 working days

 

Requirements

 

- Education:

Master degree in in or equivalent experience in Environment or Civil or Agricultural Engineer or equivalent experience in other environment-related field of education

 

- Specific professional experience:

At least 2 years of experience in working on environmental protection

At least 1 ESIA study fully completed

Local or regional knowledge/expertise: experience in the Middle East is an asset.

 

- Language skills:

Language requirements: spoken and written English/Spoken Arabic would an asset

 

EC rules applicable to any EC assignment

• Working days are from Monday to Friday, if not indicated otherwise in the ToR

• Per diem covers all expenses of the expert (local transport, hotel, meals, telecom, etc.) and it is only paid if the expert stay overnight.

• International travel: the EC only reimburse economy class flight tickets
