DESCRIPTION
Project description Objective The overall objective of the project is as follows: To contribute to sustainable and inclusive economic growth in Ukraine to enhance employment opportunities, regional prosperity and national cohesion. The purposes of this contract are as follows: Purpose 1: Support the de-regulation policy and implementation actions of the Ukrainian authorities at all relevant levels with particular focus on SMEs in priority sectors. Purpose 2: Strengthen the capacity of Ukrainian national, regional and local authorities and other stakeholders to implement effective economic development policies with specific focus on SMEs. Purpose 3: Improve access to information for Ukrainian SMEs. Project Components Component 1 - Support to de-regulation Component 2 - Capacity building and policy dialogue Component 3 - Access to information for SMEs and public consultation on de-regulation E1 - Team Leader: Duration: 660 man days over 36 months The overall objective of the project is to contribute to sustainable and inclusive economic growth in Ukraine to enhance employment opportunities, regional prosperity and national cohesion. The objective of the project will be achieved through: (i) de-regulation policy and implementation actions (SME); (ii) strengthened capacities of Ukrainian authorities at all levels and (iii) improved access to information for Ukrainian SME Qualifications and skills University degree in political science/public administration/public policy or relevant discipline; 10 years of directly related experience in addition the general professional experience could be recognized in the absence or relevant degree Good command of Ukrainian and/or Russian language General professional experience Preferably 15 years but a minimum of 10 years of general professional experience in the area of international technical assistance management Experience in EU member states/potential candidate, candidate countries and/or ENP countries and preferably in transition economies, working on institutional, policy and regulatory reform Specific professional experience Practical experience in the area of public policy formulation for SMEs in a given country, but preferably in Central and Eastern Europe countries Preferably 8 years but a minimum 5 years of practical experience in EU accession or association processes, notably concerning policy development, coherence and coordination between various governmental structures Experience as team leader in at least one technical assistance project in the IPA and/or ENP countries with a budget of not less the EUR 2 million Key expert 2: Senior Deregulation Expert Job duration 440 man-days in 36 months Job description KE2 will be responsible for the implementation of the Component 2 "Support to de-regulation" and will be in charge of the management of De-regulation Experts team. Job profile Qualifications and skills University degree, MBA is a strong plus. Master or PhD degree in law will be considered an advantage. Fluent Ukrainian both written and spoken will be considered an advantage. General professional experience Preferably 10 years but a minimum of 5 years of experience in managing teams of experts in complex projects. Specific professional experience Preferably 10 years but a minimum of 5 years of practical experience in legal field. Experience in preparation of regulatory or policy impact assessments. Practical experience with application of SBA Act framework will be considered an asset. Practical experience in systematization of legal and policy documents will be considered an asset. Key expert 3: Senior communication expert – Government Relations and PR Job duration 660 man-days in 36 months (full time) Job description KE3 will be responsible for the Access to information for SMEs and public consultation on de-regulation. Job profile Qualifications and skills University degree in public relations, communication and media; 5 years of directly related experience in addition to the general professional experience could be recognised in the absence of relevant degree. Fluent Ukrainian or Russian, both written and spoken will be considered an advantage. General professional experience Preferably 7 years but a minimum of 5 years of general professional experience in communication matters and/or public relations in public institutions. Knowledge and experience of various communication tools – TV, radio, visual, social platforms, print materials. Specific professional experience Experience in managing public communication campaign for governmental institution. Knowledge and experience of organisation of public events – public hearings, consultations, presentation with/to business, civils society, etc. The minimum recommended input of KE 3 is 660 man-days.
