DESCRIPTION
Replacement - KE 3: International energy management policy and capacity building expert (about 25 w/days home office and 15 w/days in the country) Project Description: The project team is expected to assist the NESP Energy Efficiency component to improve the framework conditions for the introduction of ISO 50001-based Energy Management Systems in the Nigerian industrial sector. Also, consultants will support the component in demonstrating the economic attractiveness and technical viability ofEnMS for industries in Nigeria by leading two pilot industrial facilities to ISO 50001 certification, for the purpose of up-scaling and replication nation-wide. The three important components are: Component A: Advisory services to Standard Organization of Nigeria (SON) for adaptation of ISO 50001 for national energy management system standards and capacity building for policy makers in EnMS promotion Component B: Training and certification of ISO 50001 energy managers jointly selected from MAN, NACCIMA and SMEDAN member firms. Component C: ISO 50001 certification of two firms from different industrial sectors, as classified by MAN Job Description: Energy Management Policy and Capacity Building Expert 1. Developing of information material and guidelines promoting the benefits of Energy Management Systems (EnMS) and ISO 50001, information on EnMS design and implementation, information on ISO 50001 certification process 2. Preparation and conduct of capacity building measures on ISO 50001 promotional policy schemes and development of training material 3. Support in strategy design for promoting ISO 50001 based EnMS in the Nigerian industry, moderate Workshops with policy makers and present strategy to relevant stakeholders 4. Support the implementation of the strategy Qualifications: General professional experience A minimum of 10 years of professional experience of advisory in energy policy formulation, implementation and evaluation. Strong knowledge of issues related to energy efficiency and energy management policy in the industrial sector is essential. Long-term experience in consulting governments and policy makers. Work expertise in the required areas - Strategy design for energy related promotion policies - Capacity building for energy policy makers on policy measures and support mechanisms to promote energy efficiency and EnMS in the industrial sector - implementing EnMS - experience in industrial processes A very good command of English used in a professional context is essential. Experience from working in both industrialized and West African countries will be an advantage.
