Suggestions: Please make sure, that the experience requested is also shown "Description" section 14 of your CV. Restrictions: In case consultants are short listed, they must be able to provide documentary evidence for educational and professional items in their CVs (copies of diplomas, copies of employers' reference letters, etc.). Profile: Expert 1

Categoy of expert I

Requirements

·       Master Degree in economics, social sciences, education, political sciences or equivalent.

·       At least 12 years of experience in designing/monitoring projects is compulsory, out of which 6 years in the field of education and/or emergencies/development actions.

·       Confirmed working experience in education or assistance to vulnerable children.

·       At least 6 years of experience in evaluation of EU funded actions.

·       Experience in Mediterranean countries and knowledge of Middle East political context can be an asset, in particular the Syrian context.

·       Experience working for/with UN agencies can be an asset.

·       Sound practical experience with EU project cycle management, EU procedures, preferably including experience with EU/UN contribution agreements under the Financial and administrative framework agreement (FAFA)

·       Excellent command of English is compulsory.

·       Ability to communicate in Arabic as an asset.

 

The composition of the team of experts should be balanced to enable complete coverage of the different aspects of project evaluation (evaluation methods and techniques) as set out in these terms of reference, including cross-cutting issues.

 

One of the experts must have the ability to communicate in Arabic.

 

 

Profile: Expert 2

Category II

Duration 17.00 working days

 

Requirements

·       Master Degree in economics, social sciences, education, political sciences or equivalent.

·       At least 6 years of experience in project management/design/monitoring is compulsory, preferably with at least 3 years direct experience in the field of education and/or emergencies or development.

·       At least 3 years of experience in evaluation of projects.

·       Working experience in education or assistance to vulnerable children can be an asset.

·       Experience in Mediterranean countries and knowledge of Middle East political context can be an asset, in particular the Syrian context.

·       Experience working for/with UN agencies can be an asset.

EC rules applicable to any EC assignment

• Working days are from Monday to Friday, if not indicated otherwise in the ToR

• Per diem covers all expenses of the expert (local transport, hotel, meals, telecom, etc) and it is only paid if the expert stay overnight.

• International travel: the EC only reimburse economy class flight tickets
