There is no problem if your CV is long, the most important is to prepare so that it describes clearly your experiences relevant to the mission. (Your CV has to sell you!) Restrictions: In case consultants are short listed, they must be able to provide documentary evidence for educational and professional items in their CVs (copies of diplomas, copies of employers' reference letters, etc.). Documents those are not available in English have to be accompanied by a faithful translation. This is mandatory requirement for Europe Aid tenders.

It is proposed that the Key Expert shall work full-time during the first year, and part-time (e.g. approximately 3 weeks per quarter) for the following 3 years.
6. REQUIREMENTS
6.1. Staff Note that civil servants and other staff of the public administration, of the partner country or of international/regional organisations based in the country, shall only be approved to work as experts if well justified. The justification should be submitted with the tender and shall include information on the added value the expert will bring as well as proof that the expert is seconded or on personal leave.
6.1.1. Key expert The Key Experts has a crucial role in implementing the contract. These terms of reference contain the required key expert's profile. The tenderer shall submit CVs and Statements of Exclusivity and Availability for the key expert. Criteria are identified below as Minimum Requirement (MR) or Preferred Requirement (PR). These terms of reference contain the required key expert's profiles. The tenderer shall only submit CVs and Statements of Exclusivity and Availability for the Key Expert.
Key expert / Team Leader
The Team Leader will be responsible for overall project implementation, coordination and supervision of the short term non-key experts. S/He shall be based in Karachi, but might have to undertake missions in the rest of the country, notably in Sindh and in Islamabad. S/He will be entitled to working from home for a fraction of his/her time, notably during years 2 to 4 (when S/He is not full-time based in Pakistan), to be defined in the Organisation Methodology.
The Team Leader will be the primary point of contact for the EU Delegation and Government officials. The Team Leader's direct involvement in specific result areas will depend upon his/her experience and will be defined in the Organisation Methodology to be proposed by the Contractor.
Qualifications and skills · A University degree, or equivalent, in Public Policy and Administration, Economics, Development Studies, Political Studies, Monitoring and Evaluation, Law, or a directly related discipline (MR). · Post graduate studies and/or specific trainings in sub-national governance or in Development studies (PR). · Full working knowledge of English and excellent report writing skills (MR).
General professional experience · At least 10 years professional experience (MR). · At least 8 years' professional experience in developing countries (MR). · At least 5 years' experience as Team Leader implementing projects with Government authorities (MR), while coordinating with other donors and Civil Society Organisations (PR). · Professional experience in Pakistan (PR).
Specific professional experience · At least 8 years' experience in one or more of the following areas: decentralisation processes (fiscal, political, administrative) and support to local authorities, Public Sector Reform, Institutional development, legislation / regulation / local development within the framework ofdecentralisation, capacity building, designing and implementing Government Monitoring Evaluation schemes, planning budgeting for sub-national governments or equivalent (MR). · At least 5 years' experience in programs of capacity building of government counterparts (MR). · Experience in one or more of the following areas: area-based / local development strategies, community development, participatory needs diagnostics (PR). · Experience with some of the technical and thematic work areas of the non-key experts to be deployed under the service contract (PR). · Experience in policy drafting, preferably in a field related to poverty reduction (MR). · Experience in the Monitoring and Evaluation of the impact of projects and policies on poverty reduction (MR). · Experience in drafting ToR for assignments of non-key experts and oversight of their work (MR). · Experience in public financial management, government financial processes and Budget allocations, MTEF, etc (PR). All experts must be independent and free from conflicts of interest in the responsibilities they take on.
6.1.2. Non key experts Profiles of non-key experts include, inter alia, expertise in decentralisation and devolution of public services, capacity building of decentralised governmental institutions, communication strategy, program management, Monitoring Evaluation, MIS, public finance management, policy making, urban poverty reduction, rural poverty reduction, legal and regulatory issues, facilitators for workshops...
These profiles must be defined in the Organisation Methodology and reflected into the Budget specifying whether these experts would be junior or senior. Senior experts will be considered with a minimum of 10 years' general professional experience and 8 years' specific profesional experience in the fields of his/her assignment. CVs for non-key experts should not be submitted in the tender but the tenderer will have to demonstrate in their offer that they have access to experts with the required profiles.
The Contractor must select and hire the non-key experts as required according to the profiles identified in the Organisation Methodology and these Terms of Reference. It must clearly indicate the experts' profile (senior / junior) so that the applicable daily fee rate in the Budget breakdown is clear. All experts must be independent and free from conflicts of interest in the responsibilities they take on.
