KE 1: Team Leader - Labour Market Expert
Project Description: The "Support to Employment Creation in Mongolia" (SECIM) programme will be implemented through two components. The intervention to be financed by the European Union aims to assist the country in its efforts to establish a well-functioning labour market capable of supporting a dynamic diversified economy while ensuring competitiveness and sustained economic and employment growth.
The first component will support the employment policy framework and provide institutional support to the Ministry of Labour (MoL) and related stakeholders. The action will be aligned to the NEP and its objectives. The second component will target employment creation in specific value chains in collaboration with the Ministry of Food and Agriculture (MoFA). Both components will in varying degrees support each of the key results and will be mutually supportive in the sense that the policy component will draw lessons from the value chain component while the value chain component will seek to pilot and underpin specific policy initiatives.
The purpose of this contract is to implement the Component I (referenced in the title above) of the project, and to assist the Ministry of Labour and other related stakeholders in the further development of a conducive policy environment for promoting job creation, particularly for the most vulnerable, improving the functioning of the labour market and enhancing quality employment.
Component I primarily focuses on supporting further elaboration of the National Employment Policy (NEP) and legislative framework as well as its implementation. This provides a strategic approach for employment, addressing the specific employment challenges in line with international policies and practices. There will be assistance given in building capacity in the ministries, support in the evaluation of existing initiatives, assistance for associated organisations that would contribute to the policy process and lastly help given to the ministries in drawing on existing donor operations, in particular EU-funded ones.
Job Description: The TL will be in charge of the overall coordination of the TAT and should be mainly responsible for the good implementation of Expected Results 2, 3 and the additional tasks of the project. The TL will be the primary point of contact for the Contracting Authority. The Team Leader is initially foreseen to be located within the Ministry of Labour or with the PMU of the component 2.
The TL's total input is 840 working days during the lifetime of the TA contract.
Qualifications: Qualification and Skills:
University degree in Public Administration, Management, Sociology, Education or a discipline relevant to the scope of the assignment. Alternatively, an equivalent professional experience of a minimum 5 years relevant to the scope of the assignment on top of the professional experience. Excellent communication skills to be able to communicate convincingly and diplomatically with a wide range of contacts, including proven strong public speaking and presentation skills. Strong project management skills to be able to manage a complex project effectively delivering results under tight deadlines; to lead, coach and motivate an international team to deliver the required results. Strong analytical and computer literacy. Proven excellent report writing and communication skills in English. Preferably specialisation in development of active labour market programmes, capacity building, visibility activities
General professional experience
Minimum 12 years of general relevant professional experience, out of which a minimum of 5 years of direct experience in project, people and/or financial management. Preferably experience of at least one year in one of the following countries: Kazakhstan, Kyrgyzstan, Mongolia, Tajikistan, Turkmenistan, Uzbekistan An experience of 3 years in a EU financed technical assistance, using the contractual and financial procedures for European Union external actions An experience of 3 years as Team Leader of large project (above EUR 500.000 and using at least 200 mandays for Non Key Experts).
Specific professional experience
Minimum of 3 years of experience in working successfully in development of job creation and Active Labour Market projects and programmes, preferably as core activities; Minimum of 3 years of experience in working successfully in development of capacity building. Valuable experience analysing the employment policy and/or monitoring its implementation; strengthening of LMIS, working on social dialogue, international labour standards, employment creation sector, liaison with TVET programmes

Job Description: The Key Expert 2 should be mainly responsible for the good implementation of Expected Results 1 and 4 of the project. His/her total input is 820 working days during the lifetime of the TA contract. This Key Expert is initially foreseen to be located within the Ministry of Labour.

University degree in Law, Public Administration, Management or a discipline relevant to the scope of the assignment. Alternatively, an equivalent professional experience of a minimum 5 years relevant to the scope of the assignment on top of the professional experience; Ability to effectively manage a wide range of project activities; Ability to design ToRs, to hire and manage external consultants with a view to achieving high quality outputs and results; Strong analytical skills and computer literacy; Proven excellent report writing and communication skills in English. Preferred requirements: specialisation in development policies, and visibility activities
General professional experience
Minimum 12 years of general professional experience, including a minimum of 3 years of experience in direct experience in project, people and/or financial management. Preferred requirements: Professional experience of at least one year in Developing countries (Least Developed Country, a Low Income or a Lower Middle Income Country[1] as defined in the "DAC list of ODA recipients effective for reporting on 2014, 2015 and 2016 flows" An experience of more than one year in a EU financed technical assistance, using the contractual and financial procedures for European Union external actions.
Specific professional experience
5 years of full-time equivalent experience in assignments related to analysis, elaboration, review, reform, and/or operalisation of a National Employment Policy. Preferred requirements: 3 years experience in Capacity building, including experience as trainer; Valuable experience in mainstreaming the employment agenda in relevant development and sector policies; Valuable experience working on Strengthen labour market information systems (LMIS); Experience in conducting Impact Assessement of Employment Policy; Valuable Experience in liasing labour market with TVET programmes.
