JOB DESCRIPTION

 

Project: Poverty reduction programme IV — technical assistance team

 

The purpose of this contract is as follows:

 

Providing project management support and enhance the capacity of the Jamaica Social Investment Fund including:

 

• ensuring the efficient implementation of the Poverty Reduction Programme and

• ensuring the effective monitoring and evaluation of the overall programme.

 

The Technical Assistance team for the Poverty Reduction Program will support the implementation of programme activities, monitor and evaluate programme activities and provide strategic recommendations related to the envisaged results and objectives of the programme.

 

The project implements activities aimed at improving existing physical structures in communities to include: schools, clinics, police service plants and small community roads. Support in this area is complemented by activities aimed at increasing the skill set of community members to participate in the development of their communities, increase their employment and self-earning opportunities as well as reducing deviant behaviour in the youth population. As the programme is aligned with the Government of Jamaica's community renewal programme (CRP), support is also being provided to build the capacity of the Secretariat of the CRP.

 

 

Monitoring and Evaluation Expert

 

QUALIFICATION

Qualifications and skills

 

The candidate is required, at a minimum, to have a university degree relevant to the scope of work of this contract; certified training in monitoring and evaluation is an advantage.

 

Proficiency in the use of Microsoft Office Suite or comparable software for word processing, spread sheet, presentation tools, etc. is required. Competence with data processing software such as SPSS would be a distinct advantage.

 

General professional experience

 

·       An in-depth knowledge of development issues is an advantage.

·       Excellent knowledge of monitoring and the application of methodology: Good understanding of capacity assessment methodologies; excellent ability to identify significant capacity building opportunities is preferred.

·       Demonstrated ability to affect staff behavioural! attitudinal change is an advantage.

·       Experience in the English-speaking Caribbean would be an advantage

·       Experience in designing tools and strategies for data collection, analysis and production of reports is an advantage;

·       Expertise in analyzing data is required, the use of statistical software in such analyses is preferred;

·       Strong training & facilitation skills are preferred.

 

Specific professional experience

 

·       An in-depth, practical knowledge of monitoring and evaluation (M&E) is required.

·       Demonstrated ability to manage implementation ofM&E systems is required.

·       At least 3 years of experience in the implementation of M&E/MIS in development proj ects implemented by national/international organizations/ Government is required;

·       A minimum of three (3) years' relevant work experience in an English-speaking environment in the last seven (7) years is required if English is not the mother tongue.

 

PREVIOUS EXPERIENCE IN THE ENGLISH-SPEAKING CARIBBEAN IS MANDATORY FOR THIS POSITION

 

Community Development Specialist , Jamaica

 

QUALIFICATION

Qualifications and skills

 

·       The Team Leader must possess a Master degree in Development Studies, Management, International Relations, Economics or another relevant field of study.

·       Proficiency in the use of the Internet, Microsoft Office Suite or comparable software for word processing, spread sheet, presentation tools, etc. is required.

 

General professional experience

 

·       Familiarity with participatory approaches, which engage pnrnary stakeholders fully throughout the project cycle process, is preferred.

·       Experience in the English-speaking Caribbean would be an advantage.

·       A minimum of three (3) years of experience working in community development is considered an advantage.

·       Experience in the area of Poverty Reduction is considered an advantage.

 

Specific professional experience

 

·       A minimum of five (5) years' experience in the management of externally funded projects is required, including a minimum of seven (7) years' experience in developing countries.

·       A minimum of three (3) years' experience in the last ten (10) years in the direct implementation of projects financed by the European Commission under EU Budget or EDF financing is required. Experience in the preparation and implementation of civil works tenders within this context is required.

·       A minimum of three (3) years' relevant work experience in an English-speaking environment in the last seven (7) years is required if English is not the mother tongue.
