DESCRIPTION

 

 

Egypt: Technical Assistance to the "Support to the Technical and Vocational Education and Training Reform Programme in Egypt - Phase II (TVET II)"

I.  Qualifications and Experience requested for the Position

EU Procurement Expert (145 working days, category I)

 

Education

• Master's degree (or equivalent academic qualification) in economics/education/development/social sciences/ public policy or administration/law or any other subject relevant and closely related to the assignment.

• In the absence of a Master's degree or equivalent academic qualification, three years of relevant work experience are required on top of the professional experience requested below.

 

Experience and skills

• At least 12 years of professional experience in EU development cooperation mechanisms, including EU procedures related to procurement (works, supplies, services and grants) based on the Practical Guide to Contract Procedures for EU External Actions (PRAG) and the Practical Guide to procedures for Programme Estimates (Budget and EDF rules).

• At least five (5) specific professional experiences/assignments in managing EU procurement and contracting processes, including the preparation of tender dossiers, Terms of References for services, technical specifications for supplies, evaluation of offers, preparation of guidelines for grants and preparation of grant contracts, etc.

• Out of these 5 specific professional experiences, three (3) should be in support of decentralised Contracting Authorities.

• At least one (1) specific professional experience/assignment in in training, coaching and capacity building in the field of procurement.

• Proven planning and organising skills and ability to prioritize tasks and meet multiple deadlines in a complex environment.

• Strong interpersonal skills, diplomacy and tact to effectively communicate with senior-level officials, multiple stakeholders and professionals from diverse cultural and professional backgrounds.

• Excellent communication, facilitation and reporting skills.

• Good computer skills.

• Excellent command of English language, both written and spoken.

 

II.  Description of the Assignment

 

2.1 Global objective

The global objective of this assignment is to assist the Ministry of Trade and Industry/PIU and contribute to the successful implementation of the TVET II programme.

 

2.2 Specific objective(s)

The specific objective of this assignment is to support and assist the Ministry of Trade and Industry/PIU during the procurement and contracting period in the various procurement stages of all contracts foreseen under the three components of the TVET II programme.

 

2.3 Requested services

The assignment will be undertaken in one phase:

• Assistance in the management of all steps in the procurement and contracting process for each procurement activity as per procurement plan.

• Preparation of tender dossiers for all types of procurement (e.g. for services and supplies) and of the documents for Call for Proposals (grants).

• Providing support in the administration of tendering procedures, particularly publication of procurement notices, launching invitation to tenders, launch Call for Proposals and organisation of evaluation committees.

• Participation in evaluation committees and assist in the preparation of the reports following the results of the tender evaluations and evaluation of proposals under the CfP.

• Maintaining awareness of changes in the EU regulations as they relate to procurement.

• Assistance in dealing with questions and claims relating to procurement and, if necessary, contract preparation

 

2.4 Required outputs

Procurement, management and administrative tasks relating to the implementation of the TVET II programme during procurement and contracting phase are performed under the supervision of the PIU.
