The duration of assignment is 130 working days over a period of 9 months. The assignment can be split into three different missions, depending on the time needed for the Rationalisation Committee to process, comment and approve recommendations and proposals being presented to them. The assignment therefore allows for two breaks in between, in which the expert might not be needed in country. The input of the expert will be needed for a long, preferably uninterrupted mission, up until mid-May, and thereafter there might be more flexibility in terms of the input needed.

DESCRIPTION

 

 

Requested services

 

Conduct a thorough review of the institutional landscape and present it in the form of Rationalisation Plan to the Rationalisation Committee of the MoESD with clear recommendations that meet the future education needs of Botswana.

 

The review will contain an assessment of the effectiveness, efficiency and sustainability of the education sector in Botswana keeping in mind the challenges linked with skills and knowledge development for the future work force and the changing needs of the Botswana economy and society.

 

Required outputs

 

- Approved inception report, including plan for the assignment and the outputs foreseen under the Desk Phase, presented to and endorsed by the Rationalisation Committee and the EU Delegation.

 

- Rapid assessment tool, including performance indicators and linked benchmarks, presented to and endorsed by the Rationalisation Committee and the EU delegation.

 

- Short report of the analysis of the existing documentation and the regional and international experiences of similar exercises.

 

- Rationalisation Plan, consisting of a review of the institutional landscape, with clear recommendations, including the analysis and logic behind the recommendations, presented to and endorsed by Rationalisation Committee.

 

- Implementation Plan for the Institutional Rationalisation Plan (Road Map) with time lines, taking into account the necessary steps and phases for the implementation of the recommendations foreseen in the Institutional Rationalisation Plan. The Implementation plan is to be presented to and endorsed by the Rationalisation Committee and the EU delegation.

 

- Develop a Communication strategy for the reform.

 

In addition to the above outputs, workshops and meetings will need to be arranged as follows:

 

- Workshops to present, discuss and approve the Rapid Assessment Tool, and the methodology for the review and other relevant inputs, to inform stakeholders of the exercise and the information that will be requested from them and to discuss the findings and recommendations of the review.  

 

- Presentation of the Rationalisation Plan, as approved by the Rationalisation Committee to the Ministry of Education and Skills Development hierarchy, incl. minister.

 

- Larger stakeholder presentation of the approved Rationalisation Plan at the end of the assignment, together with the Rationalisation Committee.

Duration 130.00 working days

The following incidental costs are included in the assignment:

- 182 per diems

- three international economy return flights

- local transport outside Gaborone within the maximum ceiling of 2000EUR

- workshops, meetings, retreats and documentation within the maximum ceiling of 7000EUR can be reimbursed.

 

Minimum requirements:

 

Education: at least Master's Degree in the field of education management or other related field, or at least 12 years professional experience in a field relevant to the assignment (in addition to the minimum number of years of general professional experience required below).

 

At least 12 years' experience in the sector related to the Lot 9; Education.

 

Specific professional experience:

 

At least 10 years professional experience in conducting education studies and research, including the preparation and carrying out field studies;

 

 

Specific professional experience

 

- At least 5 years' experience in the monitoring of educational programmes and institutions;

 

- Demonstrated experience in undertaking sector-wide analysis in the field of education;

 

- Demonstrated experience in undertaking analytical research and reporting;

 

- Experience in rationalisation exercises on a sector-wide level

 

- Experience of working in the region, or in similar educational systems

 

 

Soft skills

 

- Strong analytical, communication and writing skills.

 

 

Language skills

 

- Fluency in English, oral and written

 

EC rules applicable to any EC assignment

• Working days are from Monday to Friday, if not indicated otherwise in the ToR

• Per diem covers all expenses of the expert (local transport, hotel, meals, telecom, etc) and it is only paid if the expert stay overnight.

• International travel: the EC only reimburse economy class flight tickets
