Profile: Expert 1 Categoy of expert I Duration 50.00 working days Requirements Common features: - Master level in a field relevant to the evaluation, or equivalent professional experience; - A solid and diversified experience directly related to the focus of this programme (including experience in evaluation of projects) matching the number of years of experience required for the category of the experts; - A sound level of knowledge and experience in the field of S&T in ACP countries; - Experience in the ACP region. The experience of the team should possibly cover Francophone Africa, Anglophone Africa, the Caribbean and the Pacific regions; - Full working knowledge of English, and excellent report writing; - Fully conversant with the principles and working methods of project cycle management and EC aid delivery methods; - Prior experience of evaluations at international level; - Knowledge of the EU-ACP Cooperation. Specific features: - At least one of the experts should have full working knowledge of French; - At least one of the experts should have comprehensive understanding of the overall EU support to research and innovation for development in developing countries; - The team leader should have prior experience as team leader of an evaluation team; - At least one of the experts should have full working knowledge of the Procurement and Grants for European Union external actions - A Practical Guide (PRAG) and EU Calls for proposals. The following aspects will be considered as assets: - Working knowledge of Portuguese and/or Spanish; - Experience of assessment of proposals in the framework of EU calls for proposals. EC rules applicable to any EC assignment • Working days are from Monday to Friday, if not indicated otherwise in the ToR • Per diem covers all expenses of the expert (local transport, hotel, meals, telecom, etc.) and it is only paid if the expert stay overnight. • International travel: the EC only reimburse economy class flight tickets
