| African Peace Facility Technical Assistance Service Contract, African Union and Regional Economic Communities RECs - Key Experts Deadline: 10/10/2011 Long-term expertise: these long terms experts will be deployed for an initial period of 12 months, that will be renewed on the basis of a joint (contractor, contracting authority, beneficiary), evaluation. Expert 1: Senior financial management expert (main focus on peace support operations, AMISOM) Qualifications and skills: Minimum: Relevant University degree or equivalent experience (a suitable combination of education, training, or experience is acceptable) Experience with the use of SAP (Systems Applications and Products in Data Processing) and Integrated Management Information System (IMIS) Excellent reporting skills (oral and written) Excellent spoken and written English Medical fitness for duty in Kenya, Ethiopia and Somalia Preferred: Very good knowledge and understanding of Generally Accepted Accounting Principles (GAAP) International Public Sector Accounting Standards (IPSAS) Advanced training in International Accounting Standards (IAS) and International Financial Reporting Standards (IFRS) Certified Public Accountant (CPA) designation or comparable designation Certified Management Accountant (CMA) designation or comparable designation General professional experience: At least 10 years of relevant professional experience in the area of financial management Specific professional experience: Minimum: At least 5 years of experience in accounting Experience in auditing and/or internal control and/or risk assessment Experience in training, capacity development and/or consultancy Strong sense of diplomacy; cultural sensitivity; capacity to work in a multicultural environment Experience in peace support operations in Africa (i.e. practices; procedures; finances; logistics; shipping and customs; contingent own equipment procedures and finance; troop allowances) Preferred: Familiarity with European Commission contract procedures, especially with European Development Fund financed projects and programmes Familiarity with United Nations system Field experience, especially in Horn of Africa Experience with the African Union organisation; procurement; administrative procedures and rules Expert 2: Senior Programme management Expert: APF-funded programmes Qualifications and skills (absolutely required): Relevant University education (Master Degree or higher) or equivalent professional experience Computer literate in MS Office, project management software and preferably, accountancy software Fluent English, solid French Excellent reporting skills (oral and written) Excellent inter-personal skills Medical fitness for duty in Addis Ababa Qualifications and skills (desirably) Robust, result-oriented personality with solid experience from working with multi-cultural and multi-professional teams Keen sense of diplomacy and cultural sensitivity General professional experience (absolutely required) At least 10 years of relevant professional experience, including solid operational experience. Experience in managing EDF financed programmes clear advantage, in particular in African countries.
