| DESCRIPTION | ||
| Project Description: The purposes of this project are as follows: to strengthen SAEEEC's capacity for the design and implementation of national policies in respect of energy efficiency (EE) and renewable energy sources (RES), to assist in the implementation of the sector policy support programme funded by the EU. The project will consist of 3 components: Component 1 — strengthening management skills of SAEEEC: This component is aimed at strengthening: the professional skills of SAEEEC senior management to develop and implement government policies in EEand RES; and the professional skills and functional knowledge of SAEEEC staff at large. Component 2 — support to the implementation of SAEEEC's tasks: This component seeks to assist SAEEEC in implementing a number of the tasks by way of a two-pronged approach: the provision of external assistance in the carrying out of SAEEEC's tasks, and on-the-job training to enable the relevant staff of SAEEEC to confidently carry out these tasks. Component 3 — support to the implementation of the sector budget support programme in EE and RES: The consultant is expected to devote resources towards assisting SAEEEC in achieving the budget support indicators. Bid-Profile: Three key expert positions are foreseen under this contract. One of these key experts will also be the project's Team Leader On top of his/her sectoral expertise described in the three below profiles, the Team Leader should also possess: Skills: - Excellent communication skills General professional experience: - At least ten years of professional experience gained in the energy sector - A proven experience of at least three years as Team Leader for international cooperation/technical assistance projects - At least two successful long-term (over one year) experiences based on site in the region formerly covered by the former Phare and/or Tacis Programmes. Position: Key Expert 1 - Human Resources Development Expert Duration of the assignment: min 660 work days over 36 months Requirements Qualifications and skills: - University degree in a social science or energy economics or energy law or energy engineering - Good command of English language in a professional environment. Knowledge of Ukrainian and/or Russian language would be an asset - Ability to work in a multicultural environment General professional experience: - A minimum of 10 years professional experience in development and strengthening of human resources Specific professional experience: - At least five years experience in assignments related to the design, implementation and monitoring of training programmes at private or public institutions - Minimum three years experience in the implementation of human resources development programmes in the EU and/or as part of technical assistance/international cooperation projects for government institutions - Demonstrable experience in the human resources development for institutions responsible for energy efficiency would be an asset Position: Key Expert 2 - Energy Efficiency & Renewables Policy Expert Duration of the assignment: min 660 work days over 36 months Requirements Qualifications and skills: - University degree in energy economics, energy engineering or similar profile - Good command of English language in a professional environment. Knowledge of Ukrainian and/or Russian language would be an asset - Ability to work in a multicultural environment General professional experience: - A minimum of 10 years professional experience in the energy sector Specific professional experience: - At least five years experience in assignments related to legislative and institutional development of sustainable energy and/or policy implementing measures - Relevant expertise related to the evaluation of energy efficiency projects - Minimum three years experience in the implementation of technical assistance/international cooperation projects in the area of energy efficiency - Experience in EU-funded projects and/or those implemented in one/several ENP-East countries and/or member countries of the Energy Community Treaty are considered an advantage Position: Key Expert 3 - International Cooperation on Energy Expert Duration of the assignment: min 660 work days over 36 months Requirements Qualifications and skills: - University degree in energy economics, energy engineering or similar profile - Good command of English and/or Russian language in a professional environment. Knowledge of Ukrainian language would be an asset - Ability to work in a multicultural environment General professional experience: - A minimum of 10 years professional experience in the energy sector Specific professional experience: - At least five years experience in assignments related to legislative and institutional development of sustainable energy and/or policy implementing measures in countries outside the EU - Minimum five years experience in the implementation of technical assistance/international cooperation projects in the energy sector - Proven experience in the design and/or implementation and/or monitoring of EU Budget Support Programmes - Experience in EU-funded projects and/or those implemented in one/several ENP-East countries and/or member countries of the Energy Community | ||
