| DESCRIPTION | ||
| Team Leader (minimum 450 working days) Requirements: Qualification and skills · University degree or professional qualification in one or more of the following: education, political or social science, public administration, economics, institutional development, international relations · Proven capacity to lead a multi-national team and to work with government institutions and NGOs · Excellent social and networking skills, tact and diplomacy · Very good communication skills, both oral and written · Fluency in oral and written English, and a very good working command of Russian · Strong computer literacy · Cultural and professional knowledge of a Central Asian country and/or of countries with a highly centralised decision-making system General professional experience · Minimum 1 0 years professional experience in international cooperation, of which at least 5 years in an area relevant to the subject of the tender · Proven experience in the management of human and logistic support resources and corresponding financial resources · Experience with the logical framework approach and project cycle management Specific professional experience · Minimum 3 years professional experience in the area of education (including VET) management approaches, preferably in an inter-institutional and trans-boundary context · Proven experience as a team leader in international projects implementation, ideally on practical implementation of international standards in education management · Experience in the organisation and delivery of seminars and in organising events at international level and in a multicultural environment · Professional experience with governments in Central Asian countries and/or Russia and/or the Commonwealth of Independent States (C1S) · Experience with Central Asian education systems is a strong asset · Familiarity and/or experience with EC programmes, projects and procedures in the educational sector are an asset. | ||
