| 3 EXPERTS PROFILE 3.1. Number of requested experts per category and number of man-days per expert The Consultant shall provide 2 experts, according to the following inputs: No of Experts Experts Working days 1 Team Leader –Senior 80 2 Expert – Junior 80 TOTAL 160 days A total of 160 working days are foreseen for the assignment (including international travels). At least 90 % of this time allocated to the expert shall be spent in Ukraine. Phone interviews could be organized at the selection phase. Officials working in the public service of the beneficiary country cannot be recruited as experts. 3.2. Profile per expert or expertise required: The experts should have the following minimum requested skills and experience which will be assessed in line with the Evaluation Grid: 1. Team Leader - Expert on wines and spirits sector (senior) ( 80 working days) Qualifications and skills • University degree or equivalent; • Excellent command of English; • Excellent analytical, presentation and communication skills; • A good command of Russian or Ukrainian will be an advantage. General professional experience • A minimum of 10 years of general professional experience in working with agro-food industry. Specific professional experience • At least 5 years experience of working with the EU wine and spirit sector; • At least 3 years experience in conducting of field research in agro-food sector; • Experience in institutional capacity building in agro-food sectors; • Experience in the analysis of business development in agro-food sector; • Working experience in Ukraine or other CIS countries would be an asset; • Experience in IPR area would be an asset; • Knowledge of the Ukrainian wine and spirit sector will be an asset. 2. Expert on agro-food business development (junior) (80 working days) Qualifications and skills • University degree or equivalent; • Excellent command of English; • Excellent analytical, presentation and communication skills; • A good command of Russian or Ukrainian will be an advantage; General professional experience • A minimum of 3 years of general professional experience in working with agro-food industry. Specific professional experience • At least 3 years experience in conducting of field research in agro-food sector; • At least 3 years experience with the analysis of business development in agro-food sector; • Knowledge of preparation of bank applications for loans and/or EU budget support operations will be an asset; • Working experience in Ukraine or other CIS countries would be an asset; • Experience in IPR area would be an asset. 4 LOCATION AND DURATION 4.1. Starting period The indicative starting date for the assignment is 14th November 2011. The actual commencement date is linked to the contract signature date. The Framework Contractor shall inform the Project Manager within 15 days of the signature of the contract by both parties: of the planned expert's arrival to Ukraine, the planned duration of the expert's mission (in line with ToR), etc. 4.2. Foreseen finishing period or duration The duration of the assignment is foreseen as 8 months. The details of working days in line with the methodology and work plan will be determined during the inception period (and formalised in the Inception Report). 4.3. Planning including the period for notification for placement of the staff as per art 16.4 a) The Consultants will have an initial briefing meeting with the representatives of DG AGRI in Brussels and the EU Delegation in Kyiv at the beginning of the assignment.
