| DESCRIPTION | ||
| Project Information Evaluation of the Fiji Education Sector Programme (FESP) The final evaluation, which has been foreseen in the Technical and Administrative Provisions of the projects' Financing Agreement, will provide decision-makers in the Government of Fiji, the relevant external co-operation services of the European Commission and the wider public with sufficient information to: make an overall independent assessment about the past performance of the programme, paying particularly attention to the impact of the programme actions against its objectives; identify key lessons and to propose practical recommendations for follow-up actions by Government and Development Partners working to support the Education sector in Fiji. Experience & Qualifications Senior Education Sector Expert (TL) A senior expert team leader with the following profile and qualification: A senior expert, with university background in education, social sciences and related fields; a solid and diversified experience in education sector programmes ; experience in projects delivering infrastructure services as well as experience with grants and NSA is an asset; well-versed in social research and project evaluation methods and techniques; full working knowledge of English and excellent report writing; fully conversant with the principles and working methods of project cycle management and EC aid delivery methods. Sound experience in the Pacific region is desirable. Junior Infrastructure Expert A junior expert with the following profile and qualifications: a degree in engineering or architecture; experience of projects related to small scale building construction as well as rural water and solar energy supply; experience of site supervision on in infrastructure projects in remote rural areas and/or in the Pacific is an asset; previous experience in ex post evaluation of infrastructure projects and/or the designing of infrastructure maintenance plans | ||
