| 3.0 Expert Profile 3.1 Number of experts required One senior expert will be required to build sufficient capacity in carrying out performance audit. 3.2 Qualifications of Expert The expert should have a university degree in either political science, economics, law, statistics or accounting. A Masters university degree would constitute an advantage. 3.3 Professional Experience The expert should have at least 10 years relevant experience in the field of performance auditing. The expert should have prior experience in working or providing technical assistance in other Supreme Audit Institutions for development and implementation of performance audits. The expert should possess good analytical skills, display good leadership, be an excellent communicator, and be able to exercise good judgment in the development of audit findings, conclusions and recommendations on the basis of audit evidence gathered. The expert must also have the ability to write logically and thoroughly on complex issues. Personal qualities, ie analytical ability, creativity, receptiveness, social skills integrity, judgment, endurance, good oral and writing skills, are also of considerable importance. 3.4 Working Language Skills Excellent command of English both spoken and written. 4.0 Duration The expert will be required for a period of 6 months spread over one year. It is proposed to have the services of the expert over three periods of 2 months each. The exact sequencing of the assignment will be mutually agreed with the Auditor General in consultation with the EU Delegation for Seychelles which is based in Mauritius. 4.1 Starting Period: Tentative starting date: Beginning of June 2011. 4.2 Foreseen finishing period or duration: Tentative finishing date: End of May 2012. 4.3 Location of assignment: It is envisaged that the expert will be physically available on site at the Audit Office in Seychelles. The expert will be required for a period of 6 months spread over one year. It is proposed to have the services of the expert over three periods of 2 months each. The exact sequencing of the assignment will be mutually agreed with the Auditor General in consultation with the EU Delegation for Seychelles which is based in Mauritius.
