| 6. REQUIREMENTS 6.1. Personnel Total personnel inputs will be 12144 person days. Key Experts will account for 2936 person days and Short Term Experts for 9208 person days. 6.1.1. Key experts All experts who have a crucial role in implementing the contract are referred to as key experts. The profiles of the key experts for this contract are as follows: Key expert 1: Team Leader Calendar months: 40 Input required: 734 person days The Team Leader will devote approximately 60% of his time to overall programme management support and 40 % to support activities of Component I. Qualifications and skills ï§Master's Degree or equivalent in economics, international trade, engineering or a discipline related to the issues covered in the programme ï§ Excellent verbal and written command of English ï§ Knowledge of Bahasa Indonesia would be an added advantage ï§ Proven access to a network among international practitioners and experts in the topics covered by the programme, which will allow him to identify and select the most appropriate candidates for the short term expert positions General professional experience ï§ A minimum of 10 years professional experience in trade related technical assistance matters ï§ A minimum of 5 years of professional experience in managing trade related technical assistance programmes in developing countries, preferably in Asia ï§Relevant professional experience in Indonesia would be an added advantage ï§Management and/or participation in projects involving the development of solid partnerships with high level officials in order to achieve project results ï§Management and/or participation in projects involving international teams of experts of different technical backgrounds ï§Management and/or participation in projects involving substantial organizational and mindset change Specific professional experience ï§Minimum of 5 years of professional experience in the management and/or participation in projects involving technical aspects covered by the TSP II, such as: technical standardisation and accreditation, conformity assessment and testing, sanitary and phytosanitary standards ï§ Proven knowledge of European Commission project management procedures and financial regulations, preferably through management and participation in EC-funded technical assistance projects Key expert 2: Senior Standardisation/Accreditation Expert Calendar months: 40 Input required: 734 person days Qualifications and skills ï§Master's Degree or equivalent professional experience in Economics, Engineering or International Trade ï§ Excellent verbal and written command of English ï§ Knowledge of Bahasa Indonesia would be an added advantage ï§ Excellent communication, mobilisation and change management skills ï§ Proven ability to develop solid partnerships with high level officials in order to achieve project results General professional experience ï§ At least 7 years of professional experience in the area of technical standardisation and accreditation ï§ Experience in technical assistance projects in the area of standardisation and accreditation gained in developing countries, preferably in Asia ï§Relevant professional experience in Indonesia would be an added advantage. ï§ Previous working experience in a well-known standardisation agency would be an advantage Specific professional experience ï§ Knowledge of organisation and management of standardisation technical committees ï§ Familiarity with international standardisation guidelines ï§ Experience in the development and functioning of standardisation information systems would be an advantage ï§ Knowledge of organisation and management of accreditation body ï§ Familiarity with international practice on accreditation, particularly IAF and ILAC standards ï§ Experience in the development and functioning of accreditation information systems would be an advantage Key expert 3: Senior testing and conformity assessment expert Calendar months: 40 Input required: 734 person days Qualifications and skills ï§Master's Degree or equivalent professional experience in Engineering, Biology or related natural science discipline ï§ Excellent verbal and written command of English is essential ï§ Knowledge of Bahasa Indonesia would be an added advantage. ï§ Excellent communication, mobilisation and change management skills ï§ Proven ability to develop solid partnerships with high level officials in order to achieve project results General professional experience ï§ At least 7 years of professional experience in the area of conformity assessment and testing ï§ Experience in technical assistance projects in the area of conformity assessment and testing gained in developing countries, preferably in Asia ï§ Previous experience on Quality Management System (ISO 9000) or Laboratory Management System (ISO 17025) ï§ Previous working experience in a well-known international technical laboratory would be an advantage ï§Relevant professional experience in Indonesia would be an added advantage ï§ Access to a network of well-known international technical laboratories which could be interested in engaging in twining initiatives with Indonesian counterparts would be an added advantage Specific professional experience ï§ Knowledge of international guidelines and certification in technical laboratory management and testing practices ï§ Experience in specific conformity assessment and testing procedures in the industrial sectors of focus (chemical, agri-business, textile, cellulose, material and technical products, ceramics, others to be defined) would be an advantage ï§ Knowledge about industrial testing equipment would be an advantage Key expert 4: Senior Food Quality and Safety (SPS) Expert Calendar months: 40 Input required: 734 person days Qualifications and skills ï§Master's Degree or equivalent in biology or food sciences ï§ An excellent verbal and written command of English is essential. ï§ Knowledge of Bahasa Indonesia would be an added advantage. ï§ Excellent communication, mobilisation and change management skills. ï§ Proven ability to develop solid partnerships with high level officials in order to achieve project results General professional experience ï§ At least 7 years of professional experience in the area of quality and safety control (sanitary and phytosanitary standards) applied to food products, particularly in the agrifood sector ï§ Experience in technical assistance projects in the area of food quality and safety control gained in developing countries, preferably in Asia. Additional experience in the fisheries sector would be an added advantage ï§Relevant professional experience in Indonesia would be an added advantage ï§ Previous working experience in a well-known international food testing laboratory would be an advantage Specific professional experience ï§ Good understanding of international regulations on food contaminants, safety, standards and imports ï§ Good understanding of quality management systems applicable to the food sector ï§ Knowledge about food testing equipment selection, installation and operation would be an advantage 6.1.2. Other experts CVs for experts other than the key experts are not examined prior to the signature of the contract. They should not have been included in tenders. The Consultant should, however, demonstrate in the tender documentation (Organisation and Methodology Annex III) its capacity to provide the required short term technical expertise for programme activities, by producing records of similar projects or relevant experiences in the areas where the short term expertise is required. The Consultant must also demonstrate (Organisation and Methodology Annex III) its capacity to provide required local technical assistance of sufficient capability. This capacity will be judged by records of experiences gained at the local level or references to known sources of required local expertise. The Consultant shall select and hire other experts as required according to the profiles identified in the Organisation & Methodology and in these terms of reference. They must indicate clearly which profile they have so it is clear which fee rate in the budget breakdown will apply. All experts must be independent and free from conflicts of interest in the responsibilities accorded to them. The selection procedures used by the Consultant to select these other experts shall be transparent, and shall be based on pre-defined criteria, including professional qualifications, language skills and work experience. The findings of the selection panel shall be recorded. The selection of experts shall be subject to approval by the Contracting Authority. Note that civil servants and other staff of the public administration of the beneficiary country cannot be recruited as experts, unless prior written approval has been obtained from the European Commission. | ||
