| Project Description: The contract will provide technical assistance for the implementation of Component 1 of the Rural Infrastructure Development Programme. The programme purpose is to enhance the socio-economic situation of targeted rural and peri-urban communities through small-scale infrastructure development. The contract will include, inter alia, provision of expertise on programme management, financial and contractual management and monitoring and evaluation. Unallocated short-term expertise may cover areas such as database and GIS development and management, institutional and sector policy assessment, irrigation and water resources management, mainstreaming of cross-cutting issues of gender, environment and HIV and AIDS. Position: Team Leader – Rural Infrastructure/EDF Programme Management Duration of the project: 42 months Requirements: Skills and experience: - University Degree in Rural Development or other relevant qualification - At least 10 years experience working in the field of international development, providing advice and guidance to support rural development interventions in Sub-Saharan Africa. - Experience working as a programme manager/team leader on European Development Fund (EDF) funded rural development programmes - Experience of small scale rural infrastructure development ( including roads and bridges, irrigation and water resources management) - Expertise in institutional strengthening and capacity building - In-depth knowledge and proven experience of EDF rules and regulations, practices and procedures and strong EC Project Cycle Management skills - Fluent in English (spoken and written) and experienced in writing reports to a high standard - Team Leadership Skills and the ability to work effectively with counterparts and stakeholders to achieve results Position: Finance/Contracts Expert - Rural Infrastructure /EDF Programme Financial Management Duration of the project: 42 months Requirements: Skills and experience: - University degree in Financial Management/Accounting or equivalent qualification. - At least 10 years professional experience - At least 5 years experience of working on the financial management of European Development Fund (EDF) programmes with a sound practical understanding of 9th (and ideally 10th) EDF contract and finance rules and regulations, including rules on procurement. - Experience spent working in the field of rural development technical assistance projects. - Experience of EDF finance and contracting procedures - Experience in auditing systems - Experience in preparation of programme estimates for EDF projects - Experience of Imprest accounts - Experience in capacity building and training of stakeholders in the development and use of effective financial systems - Experience of working in Sub-Saharan Africa, and preferably in Southern Africa would be an asset - Fluency in English language, both spoken and written Position: Monitoring and Evaluation Expert to support the implementation of Component 1 of RIDP in line with EDF procedures Duration of the project: 42 months Requirements: Skills and experience: - University degree in a relevant discipline such as Agriculture, Natural Resource Management, Social Sciences, or Rural Development Management. - At least 10 years of experience in the development sector - Excellent understanding of principles and working methods of Project Cycle Management and monitoring and evaluation tools - At least 5 years experience in the development and implementation of project monitoring and evaluation systems is essential - Demonstrated expertise in the capacity building and training of stakeholders in the utilisation of M&E systems - Experience of working on in EU funded programmes/projects is essential (ideally EDF) - Expertise in the M&E of small scale rural infrastructure projects would be an advantage - Experience in linking physical and financial data in a large Programme environment. | ||
