| DESCRIPTION | ||
| Expert Profiles Team Leader (Senior) The expert will hold a relevant university degree (trade, economics, business administration, law etc.). He/she will have international experiences in assessing trade related assistance in developing countries. In terms of geographical coverage, the expert is expected to have relevant experiences in the ACP region and a through knowledge of WTO processes. He/she should have experience in participatory programme/-project preparation and implementation and be familiar with the concepts and implementation methods of EDF-funded projects. A very good knowledge of the EC evaluation methodology gained through relevant past experiences would be considered an asset. The Team Leader is expected to be fully familiar with the commission´s project cycle management and logical framework approach and to be fluent in English. Expert II (senior) The expert will hold a relevant university degree (trade, economics, business administration, law etc.). He/she should have in-depth issues related to trade related assistance in developing countries. Experience in evaluation of EDF-funded project/programme would be a strong asset. Both experts should be fluent in English. At least one of the experts should fluent in French. The composition of the team of experts should be balanced to enable complete coverage of the different aspects of programme review (evaluation methods and techniques) as set out in this ToR including cross-cutting issues. | ||
