| 5. LOGISTICS AND TIMING 5.1. Location The project office is located in Croatia, Zagreb in the Ministry of Environmental Protection, Physical Planning and Construction. Majority of project activities will be located outside Zagreb, namely: regional education, training and workshops and other activities needed to achieve the objective and results of the project. 5.2. Commencement date & Period of implementation The intended commencement date is April 2011 and the period of implementation of the contract will be 16 months from this date. Please refer to Articles 4 and 5 of the Special Conditions for the actual commencement date and period of implementation. The Contracting Authority may, at its own discretion, extend the project in duration and/or scope, subject to the availability of funding, up to a maximum not exceeding the length and value of the initial contract. Any extension of the contract would be subject to satisfactory performance by the Contractor. 6. REQUIREMENTS 6.1. Personnel 6.1.1. Key experts All experts who have a crucial role in implementing the contract are referred to as key experts. Each expert should work at least 90% of his/her time in the beneficiary country. Any offer, which does not fulfill below defined minimum requirements (all except those explicitly defined as advantages) will be declared as technically non-compliant and will not be subject of further examination. Fulfillment of the minimum criteria will not automatically lead to reaching maximum scores as presented in the Evaluation grid. Advantages for Key Expert 1 will be scored with 2 points, for Key expert 2 with 4 points and for Key Expert 3 with 2 points. The profiles of the key experts for this contract are as follows: Key expert 1: Team Leader Input: at least 290 working days. The team leader is in charge of overall project co-ordination and quality control, and should have a key role in all technical aspects of the project. Qualifications and skills  University level education (in duration of 4 years)  Fluency in English language  Computer literacy General professional experience  6 years of professional experience in environmental protection issues  Experience in providing trainings or workshops Specific professional experience  Experience as a Team Leader on at least one project related to environmental protection issues  5 years of professional experience in the field of industrial pollution control regarding the requirements of the IPPC Directive  2 years of experience in state administrative bodies in the implementation of the IPPC Directive is an advantage  experience in providing support to the industry regarding the industrial pollution prevention and control Key expert 2: Best Available Techniques (BAT) Expert Input: at least 245 working days Qualifications and skills  University level education in engineering (in duration of 4 years)  Fluency in English language  Computer literacy General professional experience  4 years of professional experience in environmental protection issues  Working experience on at least one project related to environmental protection issues  Experience in providing trainings or workshops Specific professional experience  experience in preparation of IPPC application  experience in providing support regarding the Best Available Techniques (BAT)  experience in IPPC implementation is an advantage  experience of consultative processes between regulatory authorities and industry is an advantage Key expert 3: IPPC Permitting Expert Input: at least 245 working days Qualifications and skills  University level education in engineering (in duration of 4 years)  Fluency in English language  Computer literacy General professional experience  4 years of professional experience in environmental protection issues  Experience in providing trainings or workshops  Working experience on at least one project related to environmental protection issues Specific professional experience  experience in IPPC implementation  experience of issuing IPPC Permits  experience of consultative processes between regulatory authorities and industry is an advantage 6.1.2. Other experts CVs for experts other than the key experts are not examined prior to the signature of the contract. They should not have been included in tenders. Other experts will work on the project for at least 370 days. Other experts should work at least 90% of their time in the beneficiary country. The Consultant shall select and hire other experts as required according to the profiles identified in the Organisation & Methodology and these Terms of Reference. They must indicate clearly which profile they have so it is clear which fee rate in the budget breakdown will apply. All experts must be independent and free from conflicts of interest in the responsibilities accorded to them. All experts to be engaged on the project as other experts must have 5 years of working experience, excellent fluency in English and be computer literate. At least two of other experts should have expertise regarding IPPC directive as transposed to Croatian legislation or Environmental Impact Assessment as transposed to Croatian legislation. The selection procedures used by the Consultant to select these other experts shall be transparent, and shall be based on pre-defined criteria, including professional qualifications, language skills and work experience. The findings of the selection panel shall be recorded. The selection of experts shall be subject to approval by the Contracting Authority. Note that civil servants and other staff of the public administration of the beneficiary country cannot be recruited as experts, unless prior written approval has been obtained from the European Commission. | |
