| 3.2. Profile required (education, experience, references and category as appropriate) 1) Expert n. 1 – Public Finance Policy and Institutions (team leader) a. At least 10 years of professional experience in public finance policy analysis, reforms and related institution building in developing and/or emerging economies. b. Specific experience in Central European and/or ENPI countries would be a strong advantage. c. At least Master Degree in economics and/or public finance policy is required, or equivalent. d. Knowledge of EC budget support methodology is required. e. Excellent working knowledge of written and spoken English is required. f. Excellent reporting skills (clarity, brevity, rapidity) are a must. g. Good prior knowledge of the fiscal, budget and public finance policy situ g. Good prior knowledge of the fiscal, budget and public finance policy situation in the Republic of Azerbaijan would be an advantage. h. Knowledge of Azerbaijani and/or Russian would be an asset 2) Expert n. 2 – Public Finance Management (PFM) and Visibility expert a. At least 10 years of professional experience in reviews and reforms of public finance management systems in developing and/or emerging economies. b. Specific experience in Central European and/or ENPI countries would be a strong advantage. c. At least Master Degree in public finance and/or related fields is required, or equivalent. d. Experience with PEFA/PFM evaluations/action plans is required. e. Excellent working knowledge of written and spoken English is required f. Excellent reporting skills (clarity, brevity, rapidity) are a must. g. Good prior knowledge of the specific PFM and budget situation of the Republic of Azerbaijan would be an advantage. h. Knowledge of Azerbaijani and/or Russian would be an asset 3.3.
