| 3. EXPERTS PROFILE or EXPERTISE RQIRED 3.1 Number of requested experts per category and number of man-days per expert or per category The assignment will be implemented by the Technical Assistance Team with the following composition: Expert Category Indicative Number of Working Days Naval Architecture Expert Senior 42 Electrical and Electronics Expert Senior 46 TOTAL 88 The number of working days includes the time spent travelling exclusively for this specific project, which makes up 4 days for two experts. A started day of travel is considered as a working day. 3.2. Profile per expert or expertise required (category and duration of equivalent experience, education, experience, language skills) The team leader shall be identified by the framework contractor. The team leader shall be responsible for allocation of tasks within the team, liaison with the counterparts, financial management and reporting, and other tasks which are required. The evaluation of the experts shall be realized according to the evaluation grid in the Annex II. The absolutely required qualifications, skills and experience required form the experts as well as additional requirements (as an asset) are as follows: Each member of team shall have working knowledge of written and spoken English as well as full computer literacy 1. Naval Architecture Expert (Senior) Qualifications and Skills • Masters Degree in naval architecture or equivalent or alternatively professional experience of minimum 14 years in navigation sector General Professional Experience • Minimum 10 years of professional working experience. Specific Professional Experience • Having recent working experience in navigation sector (between 2008 and 2009) • Experience in preparation of a technical specifications and market research in accordance with the PRAG rules • Experience in the preparation of technical specifications for control boats would be an asset. 2. Electrical and Electronics Engineer (Senior) Qualifications and Skills • Masters degree in electrical and electronics engineering or equivalent or alternatively professional experience of minimum 14 years in electronics sector. General Professional Experience • Minimum 10 years of professional working experience. Specific Professional Experience • Experience in optical systems • Knowledge in border security systems and equipment • Knowledge in networking and communication systems (LAN, WAN etc.) • Experience in preparation of a technical specifications and market research in accordance with the PRAG rules • Experience in preparation of technical specifications for binoculars and thermal camera systems would be an asset. 4. LOCATION AND DURATION 4.1. Starting period The indicative starting date of the assignment is March 2010. 4.2. Foreseen finishing period or duration Total assignment period for this project will cover the period between the kick-off meeting and the submission of the final report, as well as the tendering period during which the ex-ante control of the EU Delegation and clarification requests are conducted. The implementation period for this project is 3 months for the preparation of technical specifications, market research and the organization of 1-day work-shop; 10 calendar days for the ex-ante control of the EU Delegation (there will be 2 control at most and the experts are expected to have 5 days for the preparation of the for each further revision); 3 calendar days for the clarification requests. However, the duration of the project (`Modernization of Border Surveillance and Control Systems in Pilot and Prototype Locations' supply project) is 9 months (3 months for the preparation of the TS and market research, 3 months for ex-ante control, 3 months for publication) | |
