| DESCRIPTION | |
| Expertise required The mission will be composed of maximum 2 senior experts. Common features: • a solid and diversified experience in the sector concerned (statistics and institutional development) • experience in Eastern and/or Southern Africa an advantage, • full working knowledge of English, • excellent report writing and communication skills, • experience in multi-donor agreement to support NSS is an advantage; • fully conversant with the principles and working methods of project cycle management and EC aid delivery methods. The following specific expertises will be required: • Attested experience in statistical capacity building, in particular of development of statistical systems and in the implementation of National Statistical System reforms (Eastern and/or Southern African context is an advantage, e.g. Uganda and/or Mozambique). A statistician (lead expert) with experience covering the institutional and technical aspects of official statistics, completed by a good knowledge of the administrative environment of the countries in the area should be ideal. • Attested experience in the institutional development (Eastern and/or Southern African context is an advantage). An expert in capacity building (administrative reform, human resources, management) with knowledge of the administrative environment in the countries of the area should be ideal. • Practical knowledge/implement The expertise should be balanced to allow for complete coverage of the different aspects of the programme identification as set out in these terms of reference, including cross-cutting issues (environmental sustainability, gender equity, good governance, and human rights). 5.
