| Project description: Enhance Timorese administration governance in the field of procurement. Situated in the office of a senior cabinet minister, the Adviser on Procurement would provide strategic policy and technical oversight for the Government's programme of procurement reform. The separation of this position from line ministries implementing procurement services is intended to provide: a) high level (influential) contributions to the reform process, b) independence from implementing ministries (which may have vested interests in maintaining the status quo) and c) achieve effective inter-ministerial coordination. Job position: KE1: Procurement Policy Adviser The Procurement Policy Adviser will: - Assess the status of the current procurement practices, including decentralization of procurement services across Government; - Provide strategic policy and technical advice to the Vice Prime Minister on the procurement reform programme, including options for procurement service delivery and institutional arrangements; - Provide technical and management advice regarding implementation of reform initiatives, devolution and accreditation of Line Ministries, systems enhancements, training and education programs, and complex contracting strategies to achieve Government targets; - Assess the current legal framework for procurement services and, where necessary, assist in the preparation of necessary legal instruments; - Develop, coordinate and participate in the implementation of short, medium and long term strategies to implement the Procurement Plan, to incrementally address current gaps in the management of public sector; - Develop, coordinate and implement quality information rich operational reports to closely monitor adherence to financial management guidelines, achievement of operational and budget execution targets and enable timely control and corrective action; and - Perform other procurement- Job description: The Procurement Policy Adviser is expected to produce the following outputs and deliverables: a) Proposed work plan for completion of scope of work and delivery of outputs; b) Preliminary analysis and assessment report on status of procurement reform in Timor-Leste; c) Input to, feedback on, and review of, the medium-term (strategic) Procurement Plan (being developed by the Ministry of Finance), which will outline recommendations and options for procurement service delivery, including: (i) decentralization of procurement services, and appropriate institutional arrangements; (ii) procurement legislation and implementation regulations and guidelines; and (iii) monitoring and evaluation mechanisms d) In cooperation with the Ministry of Finance, establishment of the proposed Procurement Commission/Board. Qualifications: The Procurement Policy Adviser will possess the following expertise: a) A masters degree in economics, public administration, development studies, or related discipline; b) Fluency in English is mandatory, with skills in Tetum or Portuguese desirable; c) Broad knowledge of procurement systems from extensive experience at a senior level in strategic procurement and/or related management role; d) Experience in public financial management sector in a developing, transitional or post-conflict country setting; e) Knowledge and experience of governance and institutional and development issues in Timor-Leste, including relevant national laws, policies, structures and programs; f) Demonstrated ability to engage in strategic analysis and provide policy advice to senior government policy-makers; g) Strong inter-personal and inter-cultural skills; and h) The ability to work in stressful and politically sensitive environments. | |
