| Profile: Custom administration Capacities Assessment expert Categoy of expert Senior (at least 10 years of experience) Duration 130 working days Requirements The consultant shall have experience in Customs and modern Public Financial Management systems and preferably be a member of an internationally recognised professional body in the area of Customs/Trade. She/he should have a thorough understanding and practical experience of contributing to reforming Custom system according to the "Customs Blueprints" methodology. He/she will be responsible for conducting an assessment of the administrative and operational capacity of the Revenue Service in the area of Customs policies, systems and procedures according to "Customs Blueprints". He/she will be also responsible for providing recommendations to the MoF/revenue Service based on the findings of the assessment. He/she will be responsible for delivering the results and the efficient use of the project's human and financial resources. This includes the timely submission of reports and the responsibility for all administrative and logistic arrangements related to the contract. He/she will report to the EC Delegation and the Ministry of Finance for the technical input. Qualification and skills •ï€ University level of education Economics or Law, Public Finance, Taxation; •ï€ Membership of an internationally recognised professional body in the area of Customs •ï€ Excellent writing and communication skills •ï€ Fluency in written and spoken English •ï€ PC literacy General professional experience Minimum 10 years professional experience in a Customs administration and/or as consultant in the sphere Specific professional experience - Excellent knowledge and practical experience acquired in a public administration in the area of Customs policies, systems and procedures - 7 year minimum experience in the area of Customs policies, systems and procedures in public administrations - Sound knowledge of Customs standards, systems and procedures as pointed out by "Customs Blueprints" - Membership of an internationally recognised professional body of in the area of Customs. - Experience in ENP/IPA or former Soviet Union countries with advisory/TA role would be an asset EC rules applicable to any EC assignment • Working days are from Monday to Friday, if not indicated otherwise in the ToR • Per diem covers all expenses of the expert (local transport, hotel, meals, telecom, etc) and it is only paid if the expert stay overnight. • International travel: the EC only reimburse economy class flight tickets | |
