| DESCRIPTION | |
| Global objective To strengthen the MRRD's active and practical management and professional skills to produce the Afghanistan Rural Development Report. Specific objective(s) To ensure strong alignment for MRRD with rural development stakeholders and decision making bodies in the production of the report. To provide oversight and management of the process including the research and preparation of the report up until its launch Technical Advisor's duties and responsibilities · Assist in the development of a detailed work plan to develop and finalise the report based on the initial MRRD/AIRD conceptual framework. The framework and indicators should be constructed according to the report themes. · Formation of a team of experts from different disciplines (including existing Government civil servants and other TAs) · Coordinate, supervise and provide guidance to team members to ensure high quality of inputs to the project. · Develop support and/or co-chairing the relevant steering or advisory committees to provide sustained overall guidance on issues of content, timeline and procedure. · Ensuring consistency and synergies with other European Union funded/supported efforts, including the: 1. National Risk and Vulnerability Assessment (NRVA) 2007/81 and 2010 2. Food, Agriculture and Animal Husbandry Information Management and Policy Unit (FAAHM)2 3. Vulnerability Analysis and Mapping (VAM) 4. Strengthening Agricultural economics and market information statistics and services (SAEMISS) General · Consult with MRRD programmes/departme a. To receive inputs and data from immediate stakeholders b. Obtain programmatic inputs to fine-tune the report outline c. Secure programme commitment for data sharing. Additional requirements: The TA will organize a half day session with all stakeholders to introduce the report themes, explain its purpose and utility and receive input from representatives of key stakeholders and selected groups of international agencies and NGOs working in field of rural development. · The TA will identify and assign three/ four lead authors who will conduct research, collect / analyse data from existing resources and literature on specific issues e.g.economic, social, political and governance. The authors will be responsible for writing the sections of the report assigned to each of them. · The TA will consolidate the final draft and will also edit the entire report for content and language, ensuring a smooth flow and logical sequence of the narrative and supporting documentation. · The TA with the assistance of the national team will supervise the translation of the report into Dari and Pashto, its layout, printing and other related publishing services. · Cooperate with European Union supported efforts to coordinate and consolidate food security information systems in Afghanistan. Other duties The TA, in collaboration with the national team will design the launch of the report to ensure maximum awareness of its production, together with subsequent advocacy campaigns to ensure the report and recommendations reach policy makers, planners and implementation agencies and all Rural Development stakeholders. EXPERTS PROFILE Number of requested experts per category and number of man-days per expert One international senior expert is required for a total of 120 man days. Knowledge and Experience PhD/Master degree in a discipline related to rural development (social sciences, anthropology, demography, agricultural economics or any other related field) · At least 7-10 years of solid work experience in research and related field · Proven track record of research, writing and editing technical publications · Proven leadership and team management experience and skills · Demonstrated experience in developing and maintaining effective work relationships with multi-disciplinary team and with various stakeholders including donor agencies Skills and Abilities · Excellent inter-personal skills and ability to work under pressure in a post-conflict environment. · Experience in working in Afghanistan or the region would be an advantage · Excellent both written and spoken English; knowledge of Dari or Pashto languages would be an advantage. · High-level leadership experience, negotiation skills and ability to manage conflict. · Ability to allocate and review priorities and meet deadlines. · Ability to work in a dynamic and responsive environment. · Proven abilities in taking initiatives, setting priorities, building consensus, and monitoring and evaluation. | |
