DESCRIPTION

 

Overall objective

 

The overall objective of the project is to contribute to national effort of building up institutional capacity across the Government through specific support towards the successful implementation of EDF funded projects/programmes in Timor-Leste.

 

Purpose

 

The specific purposes of the project are to:

• Increase the capacity of the NAO's office in the design of programmes/projects in their formulation and appraisal (project cycle management) according to EDF procedures;

• Assist the National Authorizing Office in the implementation (preparation of tenders, contractual management) and monitoring of projects implementation;

• Increase the capacity of the NAO's office to cope with the volume of financial and administrative tasks related to project implementation.

• Increase the capacity of the NAO to support and coordinate actions of line ministries and departments directly involved in EDF implementation.

• Improve awareness among key actors in TL of general issues of development, trade, governance, etc., by appropriate publicity and visibility activities.

• Establish an appropriate linkage between current EDF funds, previous budget financing (e.g. ALA, Food Security) and other EC funding (Instrument for Stability, ECHO) in order to ensure coherence of the overall EC assistance in the country.

The specific objective of the technical assistance is to provide the necessary international expertise and methodological support to promote capacity building within the NAO system (NAO/DNAOs, line institutions and PMUs) for strategic planning and for the effective administration of the EDF funded programmes and projects in Timor-Leste.

 

Results to be achieved by the Consultant

 

By the end of the project, and building on the achievements of the previous technical assistance, the Government of Timor-Leste should have adequate organisational and managerial tools; methods and knowledge to satisfactory fulfil the role of NAO in accordance with the Cotonou Agreement. A sustainable institutional set-up for the administrative and financial management of EDF projects cycles must be in place inorder to ensure that the foreseen procedures and timings complied with, in conformity with art. 35 of Annex IV of the Cotonou Agreement and EDF management rules and procedures. The expected results are therefore:

• Result 1 - Improved structure and internal organisation of the NAO's technical services: internal organisation (operational and financial) within the Aid Effectiveness Directorate clearly defined, functional and hierarchical relationships established, internal procedures and control (including quality control) instituted, archiving/filing and accounting systems and EDF payment flow charts set up, and local staff adequately trained.

• Result 2 – EC-funded Projects/Programmes identified, formulated and implemented: enhanced capacity of NAO office – as Contracting Authority - and line Ministries involved in EDF implementation - as Supervisors - to identify, formulate and implement projects (funded on NIP, intra-ACP or regional resources) in accordance with EC rules and procedures, and mainstreaming cross cutting issues through transfer of know-how on project cycle management.

• Result 3 – Improved policy, strategic and coordination functions of the NAO office: greater awareness among key stakeholders on the main issues regarding development cooperation and more specifically EC strategies and policies, and improved mainstreaming of cross cutting issues. The support to awareness raising will include also the Ministry of Tourism , Industry and Trade in order to enhance its export potential. Improved coordination with other Development Partners through the active involvement of the NAO's office in aid effectiveness activities, and improved dialogue with stakeholders, including Non State Actors.

• Result 4 – Increased awareness among key actors and civil society Cotonou Partenership and EDF activities: participation and organisation of events, training as well on Cotonou Partenership Agreement, EDF implementation, cross cutting issues and project implementation.

• Result 5 – Increased participation of Timor-Leste in regional and intercountries EDF programs: The participation of Timor-Leste in Pacific 10th EDF regional program, and PALOP-TL multi-country program is increased. The capacity of Timorese institutions and non-state actors to beneficiate and participate in EDF multi-countries programs, in water and energy facilities and to apply to grants on EC budget lines is increased.

 

 

Position : Team Leader - planning and administration of development aid expert (estimated 48 man/months)

Qualifications :

Qualifications and skills

 

The candidate must hold a relevant university degree (e.g. economics, social or political science, development studies), preferably with a post-graduate degree, excellent management and planning skills as may be attested by past involvement in relevant positions; excellent communication and interpersonal skills, able to involve diverse stakeholders, to achieve constructive outcomes; excellent written and oral skills in English; written and oral skills in Portuguese will be an asset.

 

General professional experience

 

The candidate should have at least 15 years relevant experience with a background in aid planning and administration and at least 10 years working experience in developing countries. The candidate must have a good knowledge of EDF procedures and proven experience in capacity building, institutional strengthening and training of local staff. Experience in drafting and eventually managing program estimates will be an asset.

 

Specific professional experience

A past experience in supporting National Authorising Officer office will be an asset, as previous experience in South East Asia and/or the Pacific ACP region and PALOP-TL countries.

A past experience related with regional programs will also be an asset.

 

 

 

 

Position : Key expert 2: Organisational and Financial Management Expert (estimated 24 man/months)

 

Qualifications :

Qualifications and skills

 

The candidate should have a university degree in fields directly relevant to financial management aspects, preferably with post-graduate degrees pertinent to the envisaged assignments; excellent written and oral skills in English; excellent communication and interpersonal skills, able to involve diverse stakeholders, to achieve constructive outcomes. Good written and oral skills in Portuguese will be an asset.

 

General professional experience

The candidate should have at least 10 years of experience relevant to the assignment with a background in organisational development and public sector management with at least 5 years in developing countries and thorough knowledge of EDF procedures. The candidate must have an extensive experience with relevant computing software (accounting, archiving and filing, etc.).

 

Specific professional experience

Experience in building up administrative services, archiving, filing, institutional development will be an asset.

Experience in imprest accounting of EDF funded programme estimates will be an asset.
