Project description:

Global objective

The overall objective of the project is to enhance and reinforce the Montenegrin capacities in the context of the EU pre-accession process and the management of the IPA.

 

Specific objective

To assist the relevant Montenegrin authorities in preparing strategic and programming documents for IPA III and IPA IV (including the SCF and the two related OPs) in accordance with the EU requirements and procedures.

KE3: Human Resources Development Expert

 

Job description:

The Consultant must provide for technical and advisory support on all areas/sectors supported under IPA III and IPA IV. In accordance with the inter-ministerial consultations and coordination mechanisms which will be defined by the Government and taking into account the discussions which would take place between Montenegrin authorities and the DEU/EC-DG Regio and DG Employment, the Consultant will assist the Strategic Coordinator and the Operating Structures in drafting the SCF and preparing the two OPs. The Consultant may also be required to advise the Operating Structure on:

- Support the establishment of coordination and consultation mechanisms according to DGs Guidelines while drafting the SCF and OPs;

- The establishment of a procedure for consulting social partners and NGO's while drafting the SCF and OPs;

- Support the establishment of a donors coordination mechanism to be effective during the drafting of the OPs in order to identify proper co-financing for projects to be included into the OPs.

 

Senior Expert 1: Team Leader-Strategic Programming Expert: 78 working days

 

Responsibilities:

- To be responsible for the liaison with the DEU to Montenegro, the NIPAC/SCO/Ministry of European Integration and the target institutions and for organising and managing the project activities;

- To ensure the internal coordination and guidance of the personnel and the other two experts of the project and coordination of the project with external counterparts. He/she must guarantee that quality assurance procedures are defined and applied to all activities and outputs of the project;

- To be in charge of ensuring that the reporting obligations are timely fulfilled under the highest standards of quality;

- To be responsible for preparation of the documents related to the SCF and OPs.

 

The expert should demonstrate through his/her own CV the following knowledge and professional characteristics:

 

Qualifications and skills:

- University degree (where a degree has been awarded on completion of four years study in a University or equivalent institution) in social sciences, economics, or in a field relevant to this assignment;

- Excellent command of both written and spoken English.

 

General professional experience:

- At least 10 years professional international experience related to regional socio-economic development preferably with strategic planning including at least 5 years in a managerial role with co-ordination responsibilities;

- Solid track record of experience gained through previous assignments in at least two multi-disciplinary institutional development and capacity building projects related to the implementation of strategic development plans;

- Experience in at least two programmes/projects dealing with regional development strategies acting as team leader;

 

Specific professional experience:

- Proven previous experience in drafting SCF and Operational Programmes in the context of the IPA and/or other previous pre-accession instruments and/or EU Structural/Cohesion funds;

- Previous experience in designing and developing EU funded programmes/projects in the context of EU pre-accession or Structural/Cohesion funds in at least two pre or candidate countries;

- Experience in linking national and EU co-funding to meet strategic development objectives gained through previous assignments.

 

Senior Expert 2 – Regional Development Expert: 44 working days

 

Responsibilities:

- The direct technical and advisory inputs on Operational Programme for IPA Component III - Regional Development.

 

The expert should demonstrate through his/her own CV the following knowledge and professional characteristics:

 

Qualifications and skills:

- University degree (where a degree has been awarded on completion of four years study in a University or equivalent institution) in social sciences, economics, or in a field relevant to this assignment;

- Excellent command of both written and spoken English.

 

General professional experience:

- At least 10 years of experience in EU funded programmes/projects related to Environment issues including at least 5 years of experience in at least two of the following areas: project planning, designing, implementing and/or monitoring and evaluating actions in the context of EU pre-accession or structural funds;

- Previous experience in at least two development programmes/projects in third countries.

 

Specific professional experience:

- Proven previous experience in drafting Operational Programmes in the context of the IPA and/or other previous pre-accession instruments and/or EU Structural/Cohesion funds;

- Experience in Environment Development strategies and policies particularly focusing on environment and/or transport in at least two pre or candidate countries;

- Experience in transport projects would be an advantage.

 

Senior Expert 3 – Human Resources Development Expert: 44 working days

 

Responsibilities:

- The direct technical and advisory inputs on Operational Programme for IPA Component IV – Human Resources Development.

 

The expert should demonstrate through his/her own CV the following knowledge and professional characteristics:

 

Qualifications and skills:

- University degree (where a degree has been awarded on completion of four years study in a University or equivalent institution) in social sciences, economics, or in a field relevant to this assignment;

- Excellent command of both written and spoken English.

 

General professional experience:

- At least 10 years of experience in EU funded programmes / projects related to HRD including at least 5 years of experience in project planning, designing, implementing and/or monitoring and evaluating actions in the context of EU pre-accession or structural funds;

- Previous experience in at least two development programmes/projects in third countries.

 

Specific professional experience:

- Proven previous experience in drafting or supporting to draft Operational Programmes in the context of the IPA and/or other previous pre-accession instruments and/or EU Structural/Cohesion funds;

- Familiarity with Human Resources development in the context of development strategies and policies in at least two pre or candidate countries.

 

Other important information:

The consultant shall assign three (3) Senior Experts qualified to carry out terms of reference of this framework contract with the total number of 166 working days. At least 80% of the overall working day allocation is to be delivered in Montenegro.

 

A methodology has to be included into the final offer.
