| Job position: Expert 1 (Senior) - Expert in Vocational training and institutional capacity assessment) Duration of assignment: 60 w/d Project description: The Delegation has identified the proposed project upon request and in close collaboration with the Directorate General for Employment and Training (MoLE, Gol), in the framework of the re-definition of the priorities of the Joint Action Plan for the CSP/MIP allocation for 2010. The Delegation has also consulted main donors active in the field and explored option for joint work and coordination. The project is fully in line with the Paris Declaration and EU commitments on the aid effectiveness agenda. The project will provide technical assistance for the implementation of the National Policy on Skill Development, formulated by the Ministry of Labour & Employment and approved by the Cabinet on 23rd February, 2009. DGE&T is the main entity in charge of the implementation of the Policy. The objective of the action is to enhance the capacity of DG&T and other relevant entities and ensure the transfer of European and international best practices and know-how for the successful implementation of three main policy areas: 1) developing and maintaining a National Vocational Qualification Framework, including setting up a framework for competency standard, structures of courses, credit structures accumulation and certification, quality control mechanism etc. 2) Establishment of Labour Market Information Systems (LMIS) for reducing skill mismatch of skill development and improve the relevance of Human Resources Planning for the reliable and realistic assessment of economic trends and labour market needs. 3) Enhance the capacity of DG&T in the area of Train the Trainers, via the accreditation of Training Providers and Training Institutions for ensuring that training is delivered by competent and qualified trainers in well resourced and managed institutions. The beneficiary is seeking exposure to European successful experiences in these areas and is willing to exchange know-how with European public administrations and private entities able to offer support (including EU specialised agencies). The involvement of these EU actors could be obtained via centralised management (grants or tender) or via delegated cooperation with the competent national authority of an EU member state (indirect centralised management). Global objective The purpose of the mission is to support the EU Delegation in the formulation of a relevant, feasible, efficient, and sustainable project in support of the Skills Development Initiative in India. Specific objective The mission will deeply explore the VET sector in India, specify needs and potentialities and clearly define scope and content of the intervention. The tasks of the formulation mission are to: > Build on the work done during the programming and identification phase: detail the proposed activities to be covered under the project, in close collaboration with the beneficiary, and provide an assessment of the best way in which the proposed activities can be carried out. > Assess the capacity of the main institutional public bodies dealing with VET and their potential involvement in the project; identify the areas of activity, resources and capabilities of each of the institutions involved in the project. > Assess the need for capacity building of DGET. > Define what would be the most cost-effective strategy for EC support giving a detailed breakdown of budget and activities, and opportunities for co-financing with other actors; > Realise any further analysis recommended by the QSG for the formulation of the project. > Validate mission's findings and project design. Job description: Requested services Complete Project Design, including all information required for the preparation of the Technical and Administrative Procedures (TAPs) and annexes (e.g. Logframe and Budget), as Draft of tender material (Terms of Reference for the tendering of the Technical Assistance service, Guidelines for the Call for Proposals, etc), necessary for the implementation of the project and responding to all requirements for the Commission procedures and formats (EuropeAid templates that will be provided during the inception meeting). Capacity Assessment of key stakeholders Donor mapping Any other analysis required for the formulation of the project, as requested by the Delegation and theQSGI Validation among public/private stakeholders of mission's findings and formulation exercise via the most appropriate means (such as workshops and/or questionnaires and/or focus groups and/or web-portal discussions etc.) Required outputs The expected output is a final report including complete and exhaustive information related to the services listed above. The content of the final report to be presented to the EU Delegation should have been previously validated by a relevant number of stakeholders. The format, structure and content of the report will be closely coordinated with the EU Delegation and will be responding to all requirements for the EU procedures and formats (as will be provided during the inception meeting). Separate Annexes will record the mission' s itinerary, the persons and institutions met and minutes or summaries of the various meetings with stakeholders and views expressed. Qualifications: The mission will require one expert. Specific requirements are indicated below. He/She will be fluent in English, computer literate, familiar with the Project Cycle Management (PCM) and Logical Framework (LF) approach, Backbone Strategy, capacity assessment and EU procedures. Expert 1 (Cat. I) - Expert in Vocational training and institutional capacity assessment) > Post-graduate degree in education policy/social development >Minimum 15 years of experience in cooperation projects in the area of VET, namely with third countries/India, preferably within the framework of the European Commission Co-operation programmes/projects >Experience in capacity assessment of public bodies required >Knowledge of EC development policies, legislation and procedures and experience with EU strategic programming for co-operation projects, as well as familiarity with EC administrative, contractual and financial procedures. >Specific experience in working with government, state/public administration in India would be a determining asset. The expert will be responsible for the overall planning, management and implementation of the mission and for the timeliness and consistency of expected outputs (production and presentation of the reports). S/he will have the overall responsibility for ensuring that all reports and documents produced by the mission are appropriate, consistent and of quality. | |
