| For our team of experts we are searching for suitably qualified and experienced candidates: Team Leader (long term) The Team Leader (TL) has overall responsibility for Project implementation and achievement of the Project objectives and result areas. The TL will co-ordinate administrative and financial functions related to staffing, implementation and management of the Project. The TL will assist the VQA in the overall formulation of NQS and develop its institutional capacity to manage that System. He/she will work with the Coordinator, PCU. Candidates must be able to provide copies of diplomas and copies of employers' reference letters or similar documents proving the accuracy of their CV. This is a mandatory requirement for restricted EuropeAid tenders and these documents have to be included in the bid. Qualifications and skills A university graduate with at least Bachelor's Degree, preferably in education, social sciences or economics, Master's degree or higher will be an asset Fluent in written and oral English Fully computer literate General professional experience Preferably 15 years' professional experience in education and training, lifelong learning, NQS related fields, minimum of 10 years required International project management experience in the implementation of EU technical assistance programmes, with at least one similar project Experience in developing and implementing capacity building strategies will be an asset Specific professional experience Five years direct experience of working in the development and implementation of component parts of NQS (occupational standards, qualifications, assessment and certification) and the National Qualifications Framework Preferably 5 years experience in VET including European Qualification Framework and/or Europass and/or ECVET but at least 3 years is required Experience in capacity building programmes Grant Scheme Expert (long term) The Grant Scheme Expert will work with the Head of Department - Occupational Standards and Head of Department - Examinations and Certification to develop, implement and monitor procedures for the grant scheme. He/she will be responsible for establishing a capacity building programme to ensure that the VQA can, in the future, organize and monitor any other similar schemes that the VQA might introduce. Candidates must be able to provide copies of diplomas and copies of employers' reference letters or similar documents proving the accuracy of their CV. This is a mandatory requirement for restricted EuropeAid tenders and these documents have to be included in the bid. Qualifications and skills A university graduate with at least a Bachelor's Degree, preferably in economics, social development or education. Fluent in written and oral English. Fully computer literate. Turkish language skills will be an asset. General professional experience At least 10 years professional work experience. Knowledge of the vocational education and training sector will be an asset. Having an experience as a key expert will be an asset. Specific professional experience At least one project experience in the implementation and monitoring of an EU grant scheme under a TA project. Experience in the preparation of manuals; application monitoring procedures and networking. Training experience in Grant Schemes. Occupational Standards Expert (long term) The Occupational Standards Expert will work with the Head of Department - Occupational Standards to develop, implement and monitor procedures for the development of occupational standards. He/she will be responsible for establishing a capacity building programme to ensure that the VQA, Sector Committees and the Service Providers can maintain this activity in an efficient and effective manner. He/she will help kick-start the occupational skills development component. Whilst providing general support to the Department of Occupational Standards, he/she will be tasked with working on specific sectors and occupational areas. Candidates must be able to provide copies of diplomas and copies of employers' reference letters or similar documents proving the accuracy of their CV. This is a mandatory requirement for restricted EuropeAid tenders and these documents have to be included in the bid. Qualifications and skills A university graduate with at least a Bachelor's Degree, preferably in education, social sciences, economics or engineering. Fluent in written and oral English. Fully computer literate, knowledge of desktop publishing will be an asset. General professional experience Preferably 10 years work experience in education and training, lifelong learning, NQS related fields, minimum of 7 years required. At least three years relevant work experience in EU countries in an international context. International experience and knowledge of VET including development of occupational standards or National Qualifications Framework. Experience as a key expert in an EU funded project in similar field will be an asset. Specific professional experience At least three years working experience in the preparation and validation of occupational standards at different competence levels. Knowledge of job classification and the skills to undertake task analysis. Experience in knowledge and skill testing methodologies will be an asset. Experience in the preparation of training manuals; application monitoring procedures and networking. Experience in training others in the preparation of occupational standards is an asset. Quality Assurance Expert (long term) The Quality Assurance (QA) Expert will work with the Head of Department - Examinations and Certification to develop, implement and monitor quality assurance procedures related to the testing of VET candidates, establishment of VOC-TEST centers and the accreditation of training providers. He/she will be responsible for establishing a capacity building programme to ensure that the VQA can maintain this activity in an efficient and effective manner. Candidates must be able to provide copies of diplomas and copies of employers' reference letters or similar documents proving the accuracy of their CV. This is a mandatory requirement for restricted EuropeAid tenders and these documents have to be included in the bid.
