ERSP Conditionality Evaluation Mission #1 General Conditions SPECIFIC TERMS OF REFERENCE 1. BACKGROUND On 7 November 2006, the President of Azerbaijan, Mr Aliyev, the President of the European Commission, Mr Barroso, and the Finnish Presidency of the Council signed an EUAzerbaijan Memorandum of Understanding on Energy (MoUE), which set a clear strategic commitment to modernise the energy sector in Azerbaijan through energy cooperation, on the basis of mutual interest. Following on this initiative, on 30th December 2008, the Government of Azerbaijan (GoA) signed the financing agreement for the Energy Reform Support Programme (ERSP), a three year EC funded Sector Budget Support programme that will assist Azerbaijan in implement the MoUE and its ENP Action Plan priorities. Building on the State Programme for the Development of the Fuel and Energy Sector in Azerbaijan (2005-2015), the GoA, under the ERSP, will review the national energy strategy in order to develop an overall, coherent, integrated and transparent energy strategy that covers the supply, transportation, transit and use of all energy resources, the further reforms to be undertaken, identifying the infrastructure rehabilitation requirements and the new infrastructure needs, while specifying more in detail policies and legislative and institutional reforms to promote energy efficiency (EE), energy savings and the greater use of renewable energy sources (RES). The ERSP will also help reinforce the energy security of the country through the identification of relevant measures and projects, and also should have a significant impact on the reduction of poverty in the country by spreading the benefits of its oil-based wealth through renewable energy generation and by rendering energy consumption more cost efficient. The ERSP has a budget of 14 M, of which 1 M will be used for accompanying technical assistance (TA) and 13 M for sector budget support (SBS). The budget support will be disbursed over a three year period through an initial instalment of 3 M, which is contingent on the signing of the FA by GoA, and two subsequent variable tranches of 5 M, each payable against policy conditions as identified in appendix I and dependent on the extent of compliance to conditions. 2. DESCRIPTION OF THE ASSIGNMENT 2.1. Global objective To support the implementation of the ERSP by evaluating whether its general policy conditions are met. 2.2. Specific objective(s) The main specific objectives are to evaluate whether the GoA: · Continues implementation of a sound policy for macro-economic stabilisation; · Continues improvement of Public Finance Management (PFM); 2.3. Requested services, including suggested methodology The expert is expected to provide an analysis of whether the GoA meets the requirements of the ERSP of maintaining a sound policy for macro-economic stabilisation and improving PFM. The following approach is proposed: · A review of the current documentation available as regards macro-economic policy and PFM in Azerbaijan basing, specifically on the World Bank Public Expenditure and Financial Accountability Assessment (PEFA) of 2008 although other documents may also be suggested at the kick-off meeting. These documents will be used as the baseline for the evaluation. · Update the baseline by discussing with stakeholders (MoF principally) as well as evaluating GoA activities since the relevant assessments. 2.4. Required outputs The expert is expected to submit a report that updates the baseline situation, and evaluates whether the general conditions of the ERSP are met, with thorough justification provided for the findings. It will include in annex an list of meetings held and documents consulted. 3. EXPERTS PROFILE 3.1. Number of requested experts per category and number of man-days per expert One category I expert is requested, for a total of 20 working days. 3.2. Profile required (education, experience, references and category as appropriate) The public finance management expert will: · hold a postgraduate degree in public finance or economics, · have had over 15 years of work experience in working with public finances and budget; · will have at least 3 years experience working in TACIS, CARDS or CEEC countries on public finance; 3.3. Working language(s) The working language is English. 4. LOCATION AND DURATION 4.1. Starting period The assignment will begin on 24th March 2009. 4.2. Foreseen finishing period or duration The duration of the assignment is 20 days, and will be completed by August 2009. 4.3. Planning The assignment will start with a kick-off meeting and briefing in Brussels on 24th March. It will be followed directly by a fact-finding mission to Azerbaijan. A debriefing meeting will take place with the task manager in Brussels on 24th April. 4.4. Location(s) of assignment The assignment will be principally done in Azerbaijan with two short visits to Brussels. 5. REPORTING The report shall be submitted to the EC task manager by mid-April by email. It should be in English. 6. ADMINISTRATIVE INFORMATION The consultants must make available an appropriate logistical support for the experts, including their travel, visa and accommodation arrangements for each assignment. Equipment: No equipment is to be purchased on behalf of the Contracting Authority/beneficia The experts need to arrive equipped with laptops and communication equipment and to arrange for their transportation during their missions. Secretarial/ The fee rate and per diem amount which should be used are those in force on the date of the signature of the request for services. No price revision is foreseen during the duration of this contract. Reimbursable costs: Appropriate budgetary allocations should be foreseen under "reimbursable costs" for: - Per diems; - International and Intercity Travel costs, where necessary; - Interpretation/ All reimbursable costs require prior approval of the Contracting Authority. | |
