Description 

Terms of Reference for Short-Term Assignment

 

1. Background        

 

The following is a call for the provision of expert services to the Syrian Enterprise Business Centre (SEBC). The SEBC was formally constituted as an independent national organisation to promote the development of the private sector, and in particular, SMEs, in March 2006, following ten years of support from the EC. The SEBC is a nationally managed organisation in Syria, with a range of programmes to help the country in its overall reform and modernisation programme.

 

One of the activities managed by the SEBC is the SME Support Programme (SSP), which is receiving funding from the EC under a 3.5 year agreement scheduled to complete in February, 2010, with a value of EURO 15.0 M. The SSP focuses assistance on six areas: improving the efficiency and competitiveness of SMEs: development of local consultancy; access to medium and long-term finance; promotion of exports; institutional strengthening; and promoting the sustainability of the SEBC.

 

The gradual shift of the Syrian economy to an open market economy presents considerable challenges that will need to be addressed. And with the EU-Syrian Association Agreement coming into force, Syrian products will be exposed to severe competition from EU products, but at the same time, it creates export opportunities for Syrian products in EU markets.

 

Within the objective of enhancing the Syrian economy and increasing the efficiency and competitiveness of its economical sectors and SMEs, SEBC/SSP activities will place emphasis on providing assistance on a sectoral basis in order to promote their development and competitiveness.

 

As a result, three potential sectors were chosen to be reviewed, namely; seeds, cosmetics and shoes.

The manufacturing industry in these three sectors is, despite appreciable improvements on quality and design made in recent years, undergoing a period of increasing competition. 

 

The present assignment will aim to find out the potential of three manufacturing sectors, namely; seeds, cosmetics and shoes, so as to become a competitive sector, capable of expanding its presence in its home market and, eventually, being able to export to regional and international markets in general.

 

 

2. Description of the assignment

 

2.1 Global objective            

The global objective of the assignment is to assist in increasing the competitiveness of the economical sectors in Syria, as the country moves to an open market economy.

 

2.2 Specific objectives         

The following specific objectives are to be achieved:  

To review three potential sectors (seeds, cosmetics & shoes) and provide recommendations for their development.

 

2.3 Requested services

                The objectives of the assignment will be achieved through the following activities:

1.            Review reports produced by SEBC, the Syrian Government and other donor projects (will be provided by SEBC).

2.            Undergo research on the three sectors in Syria, including a complete overview and assessment including SWOT and value chain analysis.

3.            Meet relevant beneficiaries and stakeholders.

4.            Based on the above and further research, provide sectoral review considering the following:

-              Products /services

-              Sector productivity

-              Quality of output

-              Source of raw materials

-              Human resources

-              Local, regional and international competitiveness

-              Productivity

-              Imports

-              Exports

-              Value chain description and analysis

-              Taxation policies and its effect on the sector competitiveness

-              Current & potential competition

-              Technology

-              Operating environment

-              Development potential

-              Recommendations for development of the sector

 

2.4 Required outputs

                The following is expected as an output of this assignment :

1.            Comprehensive evaluation of the various economical sectors in Syria.

2.            Evaluation of recommendations & feedback from other Stakeholders  and beneficiaries

3.            SWOT and Value Chain analysis for each of the three sectors

4.            Present a final version of the recommendations for the growth and development of theses three sectors.

5.            Prepare a Power Point Presentation (PPP) for a group of key stakeholders.

6.            Final report including analysis, review and recommendations (please refer attached template).

 

The assignment will be carried out by one International expert (50 man days) accompanied by one Senior Local expert (22 man days). However, all required documentation and/or reports are the responsibility of the International expert.

 

3. Expert profile

 

1              Expert: A One international expert -50 working-days

               

-              A university degree in business administration, economics or related fields

-              At least 15 years practical background in industrial development, strategic planning, SME development and management

-              Proven experience in designing and implementing development programmes

-              Proven experience in undergoing sectoral analysis and studies and/or private sector development programmes

-              Proven experience and familiarity with the Syrian business environment and working culture, especially that of SMEs, would be an advantage

-              Full computer literacy, knowledge of IT applications

-              Strong analytical and reporting skills

-              Fluency in English

2             Expert B:

 

One Senior Local Expert - 22 working days        

 

-              A university degree in business administration, economics, law or related fields

-              At least 10 years practical background in industrial development, strategic planning, SME development and management

-              Proven experience in designing and implementing development programmes

-              Proven experience in undergoing sectoral analysis and studies

-              Familiarity with the Syrian business environment and working culture

-              Full computer literacy, knowledge of IT applications

-              Strong analytical and reporting skills

-              Fluency in Arabic and English

                4. Location and duration

 

4.1 Starting period                The assignment will start by May 2008

 

4.2 Duration           

The assignment must be completed no later than August 2008

               

4.3 Planning                          

This assignment will be split into two missions, to be executed in June and September 2008.

The indicative time planning of the assignment with the number of consulting days to be delivered by the two experts is the following:

1st Mission in May 2008

-              Briefing about the mission at SEBC, at start

-              The experts are expected to perform activities as Desk work, field work, data processing and analysis

-              Collection of necessary data through reviewing available literature and interviewing identified players, beneficiaries and stakeholders

 

2nd Mission in August 2008

-              Processing & analysing collected data to achieve the expected results

-              Presentation of inception report, after 5 working days

-              Submission of Power Point Presentation (PPP), 8 days before end of the mission to SEBC/SSP

-              Presentation of one final report no later than 10 days after the conclusion of the mission

 

4.4 Location and Foreseen Field Visits  

The base of the assignment will be Damascus, however, visits to other Syrian cities maybe required.

For travel outside Damascus SEBC/SSP shall reimburse expenses paid by the local consultant as per SEBC/SSP administrative policy.

 

5. Reporting

 

5.1  SEBC/SSP responsible    The Short Term Experts report to:

Poul Gadegaard, Team Leader

 

5.2 Content            

As a result of the mission, an inception report indicating the methodology and action plan for the mission no later than 5 working days after the start of the mission.

A PowerPoint Presentation (PPP) summarising results at the end of the mission.

A final report to be presented after ten days of completion of assignment, to include the following (Please refer attached template):

1.            Executive Summary

2.            Introduction

3.            Objectives of the Assignment

4.            Description of Progress and Activities – Status

5.            Work Plan for the Coming Period

6.            Comprehensive evaluation of the economical sectors in Syria

7.            In view of the findings, present SWOT and Value Chain analysis for each of these sectors

8.            Present a final version of recommendations to help foster growth and develop the three sectors.

 

5.3 Language          All reports will be written in English.

 

5.4 Submission timing            

All reports will be submitted to the Programme Director, Team Leader and related unit members for approval.

 

1.            Presentation of the inception report, indicating the methodology and action plan for the mission no later than 5 working days after the start of the mission

2.            PowerPoint Presentation summarising results must be provided in an electronic form to SEBC/SSP, 8 days before end of the mission,  for review and approval

3.            Presentation of one final report no later than 10 days after the conclusion of the mission

The above time schedule is to be strictly followed and the consultant is expected to completely adhere to the timing of this mission, however SEBC/SSP reserves itself the right to take necessary measures should an extensive delay in completion of the assignment, take place.

 

5.5 Number of copies           

One hard copy and one soft copy of the inception, the PPP and the Final Report need to be issued.
