1. Background The following is a call for the provision of expert services to the Syrian Enterprise Business Centre (SEBC). The SEBC was formally constituted as an independent national organisation to promote the development of the private sector, and in particular, SMEs, in March 2006, following ten years of support from the EC. The SEBC is a nationally managed organisation in Syria, with a range of programmes to help the country in its overall reform and modernisation programme. One of the activities managed by the SEBC is the SME Support Programme (SSP), which is receiving funding from the EC under a 3.5 year agreement scheduled to complete in February, 2010, with a value of EURO15.0 M. The SSP focuses assistance on six areas: improving the efficiency and competitiveness of SMEs; development of local consultancy; access to medium and long term finance; promotion of exports; institutional strengthening and promoting the sustainability of the SEBC; policy enabling environment. In line with the focus of Result 1 on enhancing the competitiveness and efficiency of SMEs, comprehensive development in key areas such as production is quite essential. The focus of this assignment will be on enhancing production operation aiming to have a high rate of efficiency and productivity in order to meet the international standards requirements in the export market. The international expert will be providing technical assistance to (2-3) textile producers and exporters in Damascus. 2. Description of the assignment 2.1 Global objective The global objective is to assist the client company in raising and enhancing its efficiency and competitiveness in key operational areas. 2.2 Specific objectives The specific objective of this assignment is to provide technical assistance to 2- 3 companies to develop the production function. 2.3 Requested services The expert will assist each of the selected companies in the following activities and services based on the individual companies' current needs and development plans: X Conducting an overall assessment / evaluation for the current production operation and providing proposed action plans X Establishing a professional management team for the production function; including developing structures, roles, responsibilities. etc X Providing relevant training and coaching on work measurement techniques, section planning, skills planning, production balancing and others X Assisting in establishing an industrial engineering department to support production management in setting standards, implementing method improvement, costing and overseeing the layout of sections, lines and the factory. X Providing relevant training and coaching on work measurement techniques, method studies, accurate time standards, labour cost control systems, and others. 2.4 Required outputs
The expert is expected to carry out the above listed activities in a professional and a well structured fashion. 3. Expert profile No Position Days Key qualifications 1 International Expert 35 (33) Delivery Days (2) Reporting Days X Minimum 15 years of professional experience X Minimum 8 years work experience in production line engineering and layout organization X Strong knowledge of the latest trends & international standards in up to date production facilities X A university degree in a subject relevant for the assignment X Fluency in speaking, writing, and reading English X Proven experience from similar missions X Strong communication skills and ability to communicate with people at all levels X Strong team player and detailed oriented X Fully computer literate and skilled in the use of the Microsoft Office applications. 4. Location and duration 4.1 Starting period 27 January 2008 4.2 Duration January to April 08 4.3 Planning Within 3 trips, the plan will be as follows: Trip 1 :10 Days company assistance (Jan 27th to Feb 7th) Trip2:10 Days company assistance (Mar 2nd to Mar 13th) Trip 3:13 Days company assistance (Apr 7th to Apr 24th) 4.4 Location and Foreseen Field Visits Damascus 5. Reporting 5.1 Content The Short Term Expert reports to the Business Counsellor in Damascus. The expert shall deliver one final report as follows: Final report The report shall include, but not be limited to, the following: X An executive summary X List of detailed activities carried out X Any recommendations the consultant may suggest for further assistance to the beneficiary company X Evaluation of the program by the consultant, as a feed back to SEBC for improving future programs A draft of the final report in English should be presented to the SEBC before the end of the assignment for comments and approval. 5.2 Language English 5.3 Submission timing The final report should be submitted to the Programme Director and Team Leader for Approval no later than May 15th,2008 5.4 Number of copies The final reports shall be according to SEBC format which will be provided to the expert upon signature of the contract. The final report shall be delivered in 2 paper copies and one electronic version in MS Word 2003. | |
