Description
EXPERT PROFILE One (1) Expert (Category I) with: • Advanced Academic Qualification in Economics or business administration. • Minimum of 15 years of international experience • Sound knowledge and experience of the European Development Fund and European Commission/Union development policies is a must. • At least ten years experience in public financial management in developing countries. • Proven specific experience in design and implementation of PFM programmes financed by the EDF is a must. • Experience in African countries, and preferably in West Africa. • Excellent English language skills – both verbal and written. 4. DURATION AND LOCATION It is envisaged that the tasks of the consultant will be performed within a period of one year – the working time being five (5) months (100 person/working days) in Sierra Leone (periodic presence to be defined). The Consultant will work closely with the Ministry of Finance and donors and will adopt a participatory approach geared towards developing the knowledge and capacity of the government of Sierra Leone. Due to the limited office space at the Ministry of Finance and also the need to observe security rules with the European Commission Delegation, the Consultant will have to work from his/her accommodation. The Delegation will assist in facilitating meetings with stakeholders. Transportation, accommodation and other services (internet connection) will be the responsibility of the expert, as well as any other equipment that may be necessary for the completion of the assignment (e.g. laptop computer). These costs are covered by the per diems.
