| We are looking for the following experts Expert 1, Category II: 75 working days; Expert 2, Category III: 50 working days; Expert 3, Category III: 40 working days. Desired profiles required Expert 1: Category II, Team Leader Qualification and skills · Education at least up to Masters degree (where a university degree has been awarded on completion of four years study in an university or equivalent institution) with 10 years professional experience, or bachelor degree with 11 years of professional experience or 13 years of professional experience in relevant areas, · Fluency in English, both written and spoken. General professional experience · Experience in management of EU funded projects, · Relevant experience in capacity development projects, · Experience in capacity building projects in the sector of local government will be considered as an advantage Specific professional experience · Experience in conducting capacity assessments, preparation of comparative analysis and writing policy documents in regard to the training of PA employees, · Experience in developing training systems in public administration of EU / EU accession countries. Expert 2: Category III Qualification and skills · Education at least up to bachelor degree (where a university degree has been awarded on completion of three years study in a university or equivalent institution) with 5 years of professional experience or 7 years of professional experience in relevant areas; · Fluency in Serbian and English, both written and spoken, General professional experience · Experience in implementation of capacity building projects, · Experience in implementation of internationally funded projects. Specific professional experience · Experience in conducting training needs analysis and writing policy documents related to HRD, preferably in regard to the training of PA employees, · Relevant experience in working with LSG including the knowledge of LSG legal framework and LSG needs. Expert 3: Category III Qualification and skills · Education at least up to bachelor degree (where a university degree has been awarded on completion of three years study in a university or equivalent institution) with 5 years of professional experience or 7 years of professional experience in relevant areas, · Fluency in Serbian and English, both written and spoken. General professional experience · Experience in implementation of capacity building projects, · Experience in implementation of internationally funded projects will be considered as an advantage. Specific professional experience · Relevant experience in capacity development in the area of PA, · Experience in conducting training needs analysis and developing training programs for PA institutions, · Experience in conducting trainings in areas related to implementation of strategy documents. | |
