Description





ToR requirements are the following:



Team Leader/Policy and Strategy Adviser - 600 days over the period of 36 months.



Education

Master degree/higher degree in education, social sciences, or other relevant field or equivalent professional experience in the fields of Education and Management of at least 10 years



Qualification

- At least 4 years experience in dealing with government officials and national institutions.

Experience in coordinating activities with other similar projects funded by other donors.

Experience in overseeing administrative and logistical support abilities.

Qualities of synthesis and analysis, coupled with a strong ability to prepare and present written material.



General experience

Demonstrable professional experience in education policy and strategic analysis of at least 7 years.

At least 7 years of professional experience in a management position in education , in an institutional environment in developing countries.

A proven track record of at least 3 years of previous work of a similar nature in thecontext of Cambodia is an asset.

Demonstrated experience in using the logical framework as a planning and as a management tool.



Specific experience

Experience of at least 5 years in programme implementation and evaluation and of working in the context of a joint-donor sectoral support team, especially with the multi-lateral organisations.

Comprehensive experience in Sector Budget Support modalities and operational approaches, preferably with the EC, of at least 3 years.

Familiarity with the role of the Bretton Woods Institutions (World Bank and IMF) in macro financial fiduciary risk

Comprehensive knowledge of the EC procedures and regulations for development co-operation is an asset





The Education Finance Management Advisor - 120 days over the period of 36 months.



Education

Relevant degree or diploma in Public Finance



Qualification

Management or related field

Senior level qualification in accounting or related skills.

Excellent command of English.



General experience

At least 8 years professional management experience in a public sector institutional setting, preferably in education. Longer professional experience will be considered as an asset.

Experience in Sector Budget Support modalities and operational approaches, preferably with the EC

Relevant experience of Cambodia or other countries of the South-East Asia region of at least 2 years. Longer experience will be considered as an asset.

At least 2 years experience in financial management, accounting functions at a senior executive level. Experience in the context of Programme Based Budgeting an asset.

Experience in institutional development and change management.



Specific experience

Experience of SWAps and budget support, preferably with the EC, of at least 3 years .

Experience of cash management and disbursement systems of at least 2 years.

Knowledge and familiarity with macro-financial instruments such as MTEF.

Familiarity with the current international standards and requirements for accounts

Management and audit presentation as required by the Bretton Woods Institutions.





Basic Education program effectiveness and impact Advisor - 120 days over the period of 36 months.



Education

Degree in public sector program planning, management or monitoring, or a related field



Qualification

Excellent interpersonal skills for ensuring good client communication, particularly in a cross-departmental situation



General experience

At least 8 years professional experience in working in education program planning and delivery at central level, with at least 5 years in developing countries. Longer professional experience will be considered as an asset.

Experience in Sector Budget Support modalities and operational approaches, preferably with the EC

Relevant experience in Cambodia or other countries of the South-East Asia region of at least 2 years.



Specific experience

Experience of at least 3 years in institutional and operational aspects of basic education service delivery.

At least 3 years experience of public service performance monitoring and assessment, preferably in South east Asia.

Experience of primary and lower secondary quality assurance and monitoring systems of at least 3 years.

Experience of supporting and encouraging inter-departmental coordination in the public sector.

Experience of issues relating to out of school youth and / or non-formal education students is an asset, preferably in Cambodia.





Internal Audit Advisor - 120 days over the period of 36 month



Education

Internationally recognised accounting and audit qualifications at a senior level.



Qualification

Familiarity with the requirements of the international accounting and auditing principles.

At least 6 years of professional experience in his/her field of expertise. Longer professional experience will be considered as an asset.



General experience

At least 10 years professional experience with accounting and audit functions, preferably in a public sector institutional setting.

Experience of at least 5 years in risk assessment and risk management approaches in the public sector.

Experience in Sector Budget Support modalities and operational approaches, preferably with the EC.

Relevant experience of Cambodia or other countries of the South-east Asia region of at least 3 years.



Specific experience

First hand experience of at least 6 years, preferably in Cambodia, of legislative principles and procedures for internal auditing in a public sector setting.

Experience of at least 3 years with budget support mechanisms.





Human Resource Development Advisor - 120 days over the period of 36 months.



Education

University degree or equivalent professional experience, preferably in public sector management or in education or social sectors



Qualification

At least 8 years of professional experience in this field of expertise. Longer professional experience will be considered as an asset



General experience

Experience of at least 6 years of public administration and civil service reform.

Professional experience of at least 5 years of high-level policy and strategy formulation and of implementation of human resource development in the public administration sector in developing countries, preferably with education or social ministries;

Experience in Sector Budget Support modalities and operational approaches, preferably with the EC

Knowledge of reforms in Cambodia, particular in education, is an asset



Specific experience

Experience of at least 3 years with functional reviews and organizational analysis at central and provincial ministry levels, including reorganization and deconcentration.

At least 5 years experience of human resource development and deployment, institutional capacity development and strengthening at central and decentralized levels, and performance management framework.
