SPECIFIC TERMS OF REFERENCE
 

BACKGROUND

 

Kolombangara Forest Products Ltd (KFPL) is located on Kolombangara island in the Western Province of the Solomon Islands. The total forest estate which is leased from the government is 25,000 ha of which 12,000 ha are plantations. Planting with Gmelina arborea began in 1989 after extensive logging activities.

 

Towards the end of the 1990s the original owners (majority shareholder), the Commonwealth Development Corporation, decided to sell its stake in KFPL and for the subsequent years only enough funds for day to day running were provided. A rescue plan was developed in 2005/2006 which included a new majority shareholder (the Tropical Timber Fund), the allocation of STABEX 98 funds for replanting and a loan from the European Investment Bank to fund the company's capital replacement programme.

 

The STABEX 98 funds were provide through the Implementation Protocol, FMO/1998/020, which was signed by the Solomon Islands Government and the European Union on 26th October, 2006, and which allocated 3.5 million euro for the replanting of 3,750 ha.s In the development of the takeover plan it was declared that about one third of the planted estate was of poor quality yield with a consequent loss of both investment and the anticipated cash flow. It was decided to replant these areas with Eucalyptus deglupta and Tectona grandis.

 

A second Implementation Protocol, FMO/1998/019, provides for a Forestry Project Implementation Unit (PIU) which channels the funds and works with various organisations, including KFPL, on a range of forestry and conservation activities. The PIU therefore monitors the expenditure of the STABEX 98 funds as well as the technical progress and use of these funds. (The Project Advisor of the PIU sits on the KFPL board).

 

The Sydney-based New Forests Asset Management (www.newforests.com.au) is the asset manager on behalf of the Tropical Timber Fund, the majority shareholder in KFPL. An important point to note is that despite recent difficulties the company achieved FSC certification station and has been able to maintain this status.

 

Over the past 18 months the company has encountered major tree seedling production problems from its two nurseries on the basis of quality trees for planting out and adequate numbers. Consequently, planting targets have not been achieved and establishment in the field has been poor. This scenario may be a result of the fact that the nurseries were set up for G. arborea and are now being asked to produce E. deglupta and T. grandis. Pests and diseases maybe playing their part too as it is a very humid environment and there have also been problems with the growing medium.

 

 

 

 

DESCRIPTION OF THE ASSIGNMENT

 

2.1    Global objective

 

The global objective is to preserve and enhance a nationally significant commercial and rurally based enterprise which has the potential to underpin further expansion of the national plantation industry; to support increased rural income earning opportunities through small holder investment in woodlot establishment; to preserve 660 jobs and create 240 more; to preserve and increase Government tax income; in the future to contribute to Government corporate tax income; in the future to contribute to Government dividend income; to underpin the national forestry training facility to be a regionally significant centre of excellence; to maintain the local communities; and to replace some of the national foreign exchange earnings which will be lost when the logging of the natural forests ceases in about 2012.

 

2.2    Specific objective(s)

 

The specific objective of the assignment is to develop and install a Quality Management Assurance programme covering tree seedling production and tree establishment in the field over the initial 12 months. The major species will be Eucalyptus deglupta and Tectona grandis and therefore nursery systems will need to be developed for these species and appropriate field establishment techniques developed.

 

2.3    Requested services, including suggested methodology

The expert will work closely with KFPL management and staff and regularly brief the forestry PIU on progress.

The expert will be responsible to the National Authorising Officer but will report informally to the General Manager (GM) and will undertake the following tasks:

 

·         Within 21 days of the beginning of the assignment the expert will submit an inception report to the National Authorising Officer, General Manager and the Forestry PIU which will include an assessment of the current nursery systems, a review of the field establishment techniques, and a detailed and comprehensive work programme on the approach and methodology to improve both operations.

 

·         Overhaul and improve the infrastructure of both KFPL nurseries and if the need arises, completely redevelop the nurseries.

 

·         Research, develop and establish nursery systems to produce quality stock in the requisite numbers.

 

·         Assess current planting stock material with a view to improving the quality of trees in terms of vigour growth and wood quality.

·         Identify the necessary inputs for the nurseries (both infrastructure and operational) and liaise with the GM concerning the procurement.

·         Investigate and establish field establishment systems focussing on land preparation, planting and weeding.

 

·         Train, mentor and build the capacity of KFPL staff to manage the nurseries and undertake field establishment operations.

 

·         Prepare a nursery manual which clearly demonstrates the actions and techniques required to produce top quality seedlings.   

 

·         Design and prepare a field manual for plantation supervisors/foresters covering land preparation and field establishment.

 

 

 

EXPERTS PROFILE

 

3.1  Number of requested experts per category and number of man-days per expert

     

One expert of category II for 178 working days in the Solomon Islands, plus 9 days for international travel[1]. The expert is requested three inputs over the implementation period. (Weekends and in country public holidays are not considered as working days, however if the consultant wishes to work weekends prior agreement by KFPL and the National Authorising Officer (NAO) must be sought).

 

The timing of these inputs shall be specified in the inception report that the expert will produced 3 weeks after starting the assignment. This inception report will have to be approved the the NAO and the European Commission Delegation (ECD)

 

3.2  Profile required

 

The expert will have at least a degree level qualification in forestry and a minimum of ten years of forestry experience in the wet humid tropics. In addition, the expert will have demonstrated a substantial experience in tree seedling production and silviculture in the tropics. Specific experience and knowledge of growing eucalyptus and teak will be an advantage together with experience in the South Pacific region.

 

 

3.3  Working language

 

The working language is English.

 

 

 

4.0 LOCATION AND DURATION

 

4.1  Indicative starting period and period of duration

 

The assignment is envisaged to begin in early July 2009.

 

The duration of the assignment is approximately 15 months, from July 2009 and to be completed by the end of September 2010 in agreement with KFPL, the Forestry PIU and the NAO.

 

 

4.2  Location of assignment

 

For this assignment the consultant will be based at KFPL on Kolombangara, but a monthly briefing is required in Honiara by the National Authorising Officer and ECD.

 

 

 

5.0 REPORTING

 

5.1 Content

 

The expert will present an inception report to the General Manager -KFPL, the NAO, the Forestry PIU and the ECD within 3 weeks of starting the assignment (see the first bullet point under section 2.3).

 

A brief report (executive summary plus necessary annexes) will be submitted to NAO, General Manager, the Forestry PIU and the ECD at the end of both the first and second inputs.

 

One month before the end of the assignment the expert will submit to the GM, the Forestry PIU and the ECD:

 

- a draft nursery manual;

 

-a draft field establishment manual; and

 

- a draft final report, no longer than fifteen A4 pages, for discussion and comments from KFPL, the Forestry PIU and the ECD.

 

 The final report will be submitted at the end of the assignment, before the departure of the expert.

 

5.2 Language:

 

The language to be used (oral and written) is English.

 

5.3 Submission/comments timing

 

The reports will be approved by the NAO and the ECD, who will provide comments within 20 days of submission. The consultant will address these comments and finalise reports within 7 calendar days. In the absence of comments, the reports will be deemed to be approved.

Reports shall be submitted in numbers and to following:

6.            ADMINISTRATIVE INFORMATION

 

6.1 Authorized items to foresee under `Reimbursable'

 

International and local air tickets (economy class) plus travel by motorised canoe if necessary and visas are considered as reimbursable costs and will be paid for on submission of original supporting documents (ticket stub, boarding passes, invoices, evidence of payment etc). The per diem are paid for expert on mission requiring an overnight stay in the Solomon Islands.
