| LOGISTICS AND TIMING Location The project will be based in Port Moresby although travel throughout Papua New Guinea will be required. International travel in connection with missions, study tours etc. may be required. Commencement date & Period of execution The intended commencement date is 30th June 2008 and the period of execution of the contract will be 30 months from this date. The Contracting Authority reserves the right to extend the period of execution of the project. REQUIREMENTS Personnel Key experts Only one expert will be recruited through this contract and for the whole duration of the assignment. He will be the key interlocutor of the Supervising Authority concerning capacity building and support. Capacity building being the main objective of this assignment, his role should rapidly evolve from coordinator to advisor of the programme. He will be the team leader for all the external short term expertise to be recruited during the whole programme implementation. As team leader he will be responsible for the efficient and effective implementation of the external support towards full embracement of its mandate by the Supervising Authority. During his annual leave period of the expert, the will be replaced. The CV of the replacement has to be agreed for by the Contracting Authorithy at least 1 month in advance. Key expert 1: Team Leader Category I International Team Leader, also acting as advisor/coordinator a) Qualifications, skills and professional experience University Degree in Law, Economics, or other relevant discipline. Appropriate post graduate qualification in International Trade, International Economics, or related discipline. 15 years of increasingly responsible professional experience in the programming, implementation, monitoring and/or evaluation of EC funded trade related projects with good working knowledge of the EDF procedures, Experience with EDF-9 would be an asset Fluent in spoken and written English with excellent report writing skills. Experience in capacity building Experience with managing trade development and promotion projects which involve also technical aspects of quality and standards infrastructure, (phyto-) sanitary measures etc. Experience in the programming and implementation of trade development assistance in Pacific region or in developing countries. Highly experienced in the implementation of EC funded Technical Assistance Projects in ACP countries (specific experience in PNG or Pacific area would be considered an asset). Considerable experience in the management of international projects including the use of project management software. Excellent communication and presentation skills (including the use of presentation software). Excellent skills in information and communication technology. Good working knowledge of EU trade policies Other experts A number of international and PNG short-term experts for a total of about 70 man months can be made available to address specific technical issues such as SPS, TBT, customs valuation, institutional building, reviewing &/or drafting of specific regulation/legislat development and promotion, etc, An indicative list of expertise which could be requested is shown below. § Trade related regulations & protocols - safeguards, antidumping, TRIPs § Trade policy & preferential trade agreements § Trade & transport § Cost Benefit Analysis, SWOT & Impact Assessment § Institutional Development § Needs Assessment § Marketing § Tourism § Foreign investment § Business development § Fisheries § Standards TBT § Standards SPS § Customs valuation & trade facilitation § Industrial policy § Trade promotion § Trade Promotion/Developme § Lawyer cat II to III § Market Development cat III § IT expert cat III The above list is indicative only a detailed list should be proposed by the team-leader, in agreement with the Supervising Authority, in his inception and yearly reports. Support staff & backstopping The Service Consultant, in co-ordination with the Project Director, will establish an effective Project Management Backstopping Team to manage the implementation of the project. Project Director: the Project Director will be the Director of the Trade Division in DoFATI, responsible for the daily management of the project and the direct interlocutor of the Technical Assistance.
